AGENDA ITEMS 1. ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS - RESOLUTION APPROVING THE PROVISION OF A BROWNFIELD PLAN FOR THE 2100 OPDYKE - CITY OF PONTIAC PROJECT The Department of Economic Development and Community Affairs is seeking approval of a Brownfield Redevelopment Plan for property consisting of 35 acres located at 2100 Opdyke Road, in the City of Pontiac. The developer, Inalfa Roof Sysems, Inc., plans to redevelop the property into a 512,000 square foot manufacturing facility, creating 484 new full-time manufacturing jobs in Oakland County, and over 1,100 new jobs in the City of Pontiac. The Michigan Economic Development Corporation (MEDC) reviews the job goals very closely, and if they are not met, the level of incentives is reduced. The overall investment of the company will be $35 million, with $8.4 million of eligible activities for the site in the Brownfiel d Plan. Chairperson Weipert set a public hearing on the adoption of the Brownfield Plan for Wednesday, January 20, 2016, at 7:00 p.m. Bowman moved to recommend approval of the attached suggested resolution . Supported by Scott. Motion carried unanimously on a roll call vote with Crawford absent . 2. INFORMATION TECHNOLOGY AND FACILIITES MANAGEMENT/ACILITIES PLANNING & ENGINEERING - INFORMATION TECHNOLOGY SECOND FLOOR REMODELING PROJECT Information Technology is seeking approval to remodel the second floor of the Information Technology (IT) building in the amount of $473,734, including $61,791 for contingency. The building was built in 1991 and at that time, it was state of the art. The tall wall cubicles and lack of natural light is not conducive to toda y’s standards. This design is for an open floor plan with more collaborative space that will allow for better teamwork, or teams to be sectioned off, but still allow the ability to move around and get to the resources needed. Also planned are stand -up tables with a monitor to hook up a laptop in order to hold a meeting, instead of using a white board in a conference room. There will be desks that will allo w employees to stand or sit, by pressing a button to raise or lower it to the correct height. By removing the cubicle walls, the natural light will be able to come in through the windows to light the area. The offices along the back wall will also be lit with the natural light, as glass walls are planned. There will be a soundmasking system put in to help drown out the white noise created by the open space. The hiring market for IT talent is extremely competitive, and the IT Department has been working to implement programs to recruit and maintain quality employees. A salary study was done and flexible work schedules and telework has been allowed , which has helped reduce the vacancy rate from 21% to 13.5%. IT employees are looking for a comfortable and casual place to work in, which will also allow for creativity. This plan will provide that type of environment in order for the IT Department to deliver the best service possible to the departments and divisions of county government, the 62 communities within Oakland County, and more than 100 public safety agencies in seven different counties in southeast Michigan. Dwyer moved to recommend approval of the attached suggested resol ution. Supported by Jackson. Motion carried unanimously on a roll call vote with Crawford absent .
