PUBLIC COMMENT None. AGENDA ITEMS 1. MR #15317 – CORPORATION COUNSEL - CREATION OF SECRETARY I POSITIO N Corporation Counsel is seeking approval to create 1 General Fund/General Purpose (GF/GP), Full -Time Eligible (FTE) Secretary I position. As of July 1, 2015, Corporation Counsel assumed the responsibility of becoming the Freedom of Information Act (FOIA ) Coordinator for all but three County departments. This added responsibility has been an increased burden to the staff. They are tracking roughly 300 FOIA requests per month, providing support to departments for the new software, as well as perform ing duties as the administrator for the FOIA software and webpage. Through the Emergency Salaries Reserve, a person has been working as a Secretary I since August of 2015 to help with the additional workload. Weipert moved to report to recommend approval of the attached suggested Resolution . Supported by Spisz. Motion carried unanimously on a roll call vote with Kochenderfer absent . 2. HUMAN RESOURCES DEPARTMENT FISCAL YEAR 2016 - FISCAL YEAR 2018 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY EMPLOYEE’S UNION (OCEU) The Human Resources Department is seeking approval of the Collective Bargaining Agreement between Oakland County and employees represented by the OCEU. The union consists of approximately 3 62 employees and the members come from 5 different departments: Water Resources Department, Sheriff’s Department, Facilities Maintenance & Operations, Animal Control, and the Parks & Recreation Department. The Agreement will allow for a 3% increase in wages for FY2016, except for these 4 classifications that received a new salary range based on a salary survey: Inmate Booking Clerk, Skilled Maintenance Mechanic III, Groundskeeper Crew Chief, and Groundskeeper Specialist - Irrigation. For FY2017 and FY2018, they have agreed to a “Me-Too” wage increase with the general non -represented employees. They will receive the increased County contribution on the retiree health savings account from $50 to $75, and “Me-Too” to any benefit modifications with the general non -represented employees for FY2017, starting January 1, 2017; they have agreed to the Cadillac Tax Re -opener Provision for FY2018. Some agreements have been made with different aspects as it relates to the different departments: On-call pay for those in the Parks & Rec reation Department, and holiday pay and forced overtime for the Inmate Booking Clerks in the Sheriff’s Department. The boot allowance was increased to $90 per year, there is an addition of 3 Arbitrators, as well as Letters of Agreement pertaining to Righ t to Work, Vehicle Policy, and Shift Di fferential. The Human Resources Department has agreed to do an overall study in regards to shift differential. The Agreement is for FY2016 - FY2018, October 1, 2015 – September 30, 2018. Spisz moved to recommend approval of the attached suggested Resolution. Supported by Zack. Motion carried unanimously on a roll call vote with Kochenderfer absent . Spisz moved for a direct referral to the Finance Committee. Supported by Bowman. Motion carried on a voice vote. HUMAN RESOURCES COMMITTEE Page 3 January 13, 2016 3. APPOINTMENTS TO THE CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE The Human Resources Department is requesting that three members and one alternate be selected and appointed to the Classification Determination Hearing Subcommittee, as described i n Merit Rule 3. This subcommittee will hear appeals made by a department or employee that has requested a job study and does not agree with the classification determination made by the Human Resources Department. This appointment is a one-year term, and the subcommittee only meets when an appeal has been received. Spisz moved to appoint Commissioners Weipert, Hoffman, and Zack to the Classification Determination Hearing Subcommittee, with Commissioner Spisz as the alternate, from January 1, 2016 – December 31, 2016. Supported by Weipert. Motion carried unanimously on a roll call vote with Kochenderfer absent . CONSENT AGENDA/COMMUNICATIONS A. Position Change Summary - FY2016 B.
