Chairperson Long called the meeting of the General Government Committee to order at 9:30 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

REGULAR AGENDA
1. CLERK/REGISTER OF DEEDS – 2016 SURVEY AND REMONUMENTATION GRANT
ACCEPTANCE
The Clerk/Register of Deeds is requesting acceptance of the grant from the Michigan Department of
Licensing and Regulatory Affairs. The grant award is $367,395 for the grant period of January 1,
2016 through December 31, 2016. The funding amount fluctuates in relationship to the recording of
documents. The grant will cover the cost of remonumenting corners. Mr. Crank provided a brief
description of how the parcel boundaries are determined through control points.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Gershenson.
Motion carried unanimously on a roll call vote with Fleming and Woodward absent.
2. BOARD OF COMMISSIONERS – REVISION TO THE FREEDOM OF INFORMATION ACT
PROCEDURES AND GUIDELINES
The resolution was prepared by Corporation Counsel to allow for a fee schedule format change to
the guidelines and procedures . The Freedom of Information Act (FOIA) Procedures and Guidelines
were adopted by the Board of Commissioners last year. The FOIA statute amend ment became
effective July 1, 2015. The FOIA form from the State was used for invoicing. Subsequently FOIA
software was implemented by the County on December 8, 2015. The software is working; however,
the invoice form does not attach properly. The FOIA policy is being modified to allow use of
alternate invoice forms. The ordering process of FOIA records was briefly discussed. Mr.
Lerminiaux will check to determine what percentage of deposits are being collected from the FOIA
requests exceed ing $50 fees.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Hoffman.
Taub moved to amend the County of Oakland FOIA Pro cedures and Guidelines as follows:
Page 1, 2. Records Under FOIA, Exemptions, addition of the link, “Oakland County may
exempt a record (or part of a record) from disclosure if it falls under one of the
exemptions listed in MCL 15.243. http://legislature.mi.gov/doc.aspx?mcl-15-243.” and
Page 2, 3. FOIA Requests, How to Request, “In addition, please provide a phone
number and /or email address so that, if necessary, Oakland County can contact the
requester to clarify a request.”
Supported by Hoffman.
Motion to amend carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote with Fleming and
Woodward absent.

3. DEPARTMENT OF HEALTH AND HUMAN SERVICES /HEALTH DIVISION – MICHIGAN
FITNESS FOUNDATION SNAP -ED GRANT ACCEPTANCE
The Health Division is seeking acceptance of a grant from the Michigan Fitness Foundation. The
grant is $42,592 for the period of October 1, 2015 through September 30, 2016. The funds will be
used to create one part-time non-eligible Public Health Educator II position in the Health Division.
The Supplemental Nutrition Assistance Program Education (SNAP-ED) grant funding will be used to
provide nutrition education and food demonstrations to food s tamp recipients in Pontiac and
Waterford . The program focuses on healthy food choices and improving eating habits on a limited
budget.
Gershenson moved to recommend approval of the attached suggested resolution.
Supported by Kochenderfer.
Motion carried unanimously on a roll call vote with Fleming and Woodward absent.

OTHER BUSINESS/ADJOURNMENT
Chairperson Long announced that the Friend of the Court – Citizen Advisory Committee,
Custodial Parent representative seat is currently vacant and no applications have been
received. Holly Workman, a candidate who was interviewed last year, will be available for
questions at the next meeting. Ms. Workman is being recommended for the General Public
seat. Term limits are set by State law. Chairperson Long also stated that the Oakland County
Community Mental Health Authority board appointments will be expiring at the end of March. All
four incumbents have reapplied for another term. This item will be placed on the next meeting’s
agenda for discussion. There were no objections.
There being no other business to come before the C ommittee , the meeting was adjourned at 9:59
a.m.
