PUBLIC COMMENT The following four citizens commented on issues regarding Animal Control’s response to complaints and department policies and procedures : Tom Wirth, Karen Irwin, Cara Valdez and Pam Sordyl. AGENDA ITEMS 1. CIRCUIT COURT/FRIEND OF THE COURT – POSITION RECLASSIFICATIONS, CREATE NEW CLASSIFICATION AND POSITION CREATIONS The Friend of the Court requests authorization for office staff restructure and creation of positions. The positions to be recl assified are two Special Revenue full-time eligible Office Assistant II positions to Court Case Assistant and two Court Systems Clerk positions to a new classification of System Support Specialists . The positions to be created are one Special Revenue full-time eligible Friend of the Court Workforce Development Technician II and one Special Revenue part-time non- eligible 1,000 hours per year Court Clinical Psychologist in the Circuit Court, Clinical Services Unit. Friend of the Court collects child support as well as medical support for families who have medical expenses for their children. The State Court Administrative Office (SCAO) revealed that whoever collects on behalf of the Department of Community Health is entitled to 15% of the collections. Friend of the Court has performed this duty and negotiated reimbursement for the past three years. The Workforce Development position has previously been funded through Workforce Development. Funding is now available from medical money reimbursement to suppor t this position . The Workforce Tech will be brought onsite to the Friend of the Court. Oakland County is one of the only offices in the state that has job placement services available at the Friend of the Court offices. The scanning clerks work clos ely with the computers that contain State software on them and will be reclassified to a higher level. The psychologist position will be under a Ph.D. clinician’s supervision and will perform psychological evaluations for custody recommendations. The psych eva luations were previously done outside of the department. The use of this clinical psychologist will be monitored to determine demand and how to best distribute the overflow to the three employees from the psych clinic now with Friend of the Court. Scott moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 2. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF BRANDON 20 16 The Sheriff’s Office is s eeking to amend the law enforcement contract for Brandon Township. The Patrol Investigator position will be upgraded to Lieutenant to allow better supervision due to the shifts of detective and sergeants. SHERIFF’S OFFICE – PAINT CREEK TRAILWAYS CONTRACT FOR LAW ENFORCEMENT SERVICES FOR THE 2016 SEASON The Sheriff’s Office is requesting approval of the contract for law enforcement services for Paint Creek Trailways for 2016. This is an annual contract for mounted deputies that has been in effect for over 25 years. Kowall moved to recommend approval of the attached suggested reso lution. Supported by Spisz. Motion carried unanimously on a roll call vote. 4. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS AGREEMENT FOR K -9 DOG (NUKE) The Sheriff’s Office is requesting authorization to enter into a n ownership transfer and release agreement regarding K-9 dog, Nuke. It is tradition that upon retirement, the dogs are offered back to the handlers for $1. The dog becomes part of the family and lives with them in the home. Nuke was retired due to age and health . Deputy Harvey Wilson will own Nuke . A replacement dog is now serving. There are 15 canines in the department, divided up as follows: two arson dogs, two dogs for explosives and the remaining are tracking and drug dogs. Kowall moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. COMMUNICATIONS None. OTHER BUSINESS/ADJOURNMENT Undersheriff McCabe update d the Committee regarding the retirements and vacant positions at the Sheriff’s Office. The vacancies will be advertised . The County offers a competitive salary and benefits package. Undersheriff McCabe reported that Community Mental Health has hired a private security company following a recent incident involving an inj ured employee and a follow-up meeting regarding the incident is scheduled.
