PUBLIC COMMENT
Colleen Crossey, a citizen from Novi, stated a desire to help low income households replace water
pipes that are old and may contain lead.
AGENDA ITEMS
1. DEPARTMENT OF ECONOMIC DEVELOPMENT & COMMUNITY AFFAIRS - APPROVAL OF 2016
NO HAZ INTERLOCAL AGREEMENT
The Department of Econ omic Development & Community Affairs is seeking approval of the 2016 NO HAZ
Interlocal Agreement between Oakland County and any municipality entering into this agreement.
Municipalities that have already approved this agreement are: Addison Township, Grov eland Township,
Independence Township, City of Lake Angelus, Oakland Township, Oxford Township, Orion Township, City
of Rochester, City of Rochester Hills, Rose Township and Waterford Township. Three new municipalities,
the City of the Village of Clarksto n, City of Pontiac, and Springfield Township, have also approved the
agreement. Since the program began, over four million pounds of waste has been collected. In 2015, over
3,700 residents of these communities participated. The southern part of the Coun ty has similar programs,
but for the communities that don’t have their own programs available, letters are sent annually in an effort
for recruitment.
McGillivray moved to recommend approval of the attached suggested resolution . Supported by
Jackson.
Motion carried unanimously on a roll call vote with Dwyer absent.
2. FACILITIES MANAGEMENT - NEW LANDLORD LEASE FOR 52 -1 NOVI DISTRICT COURT
Facilities Management is seeking approval of a new lease for the 52 -1 Novi District Court between Oakland
County and a new landlord, Novi Partners, LLC , from April 1, 2016 through March 31, 2026. The current
lease has about seven years left on it, but the prior owner sold the building last summer and the County has
negotiated a new lease with the current landlord. The t erm of the lease is for ten years, with a five -year
option after that. If plans to move or build a new courthouse arise, there is a termination clause that could
be enacted after seven years, and the Court could be out in the eighth year. Currently, there are no plans
to move or build another courthouse for this court in the next seven years. The County performs the
majority of the maintenance work in the building, and it has been determined that it would be more
beneficial for the County to contract and work with a property manager for these services. Any equipment
that is being installed as part of the security enhancement project will be able to be moved and placed in a
new location.
Crawford moved to recommend approval of the attached suggested reso lution. Supported by
McGillivray.

3. WATER RESOURCES COMMISSIONER - MIDDLEBELT TRANSPORT AND STORAGE TUNNEL
UPDATE
The Water Resources Commissioner’s (WRC) office is providing an update on the Middlebelt Transport and
Storage Tunnel at the request of Commissioner Dwyer. Mr. Lockhart explained that they are building a
tunnel that stores about 3.5 million gallons of sewage that is managed by the Department of Environmental
Quality (DEQ). The tunneling project consists of an access shaft placed north of I-696, running along
Middlebelt Road, and then being extracted by Thirteen Mile Road. Due to the dewatering process for the
tunnel, about 45 properties have exper ienced well problems . The WR C is working with the Health
Department to restore their water service. Further investigation showed a potential impact of up to 500
additional homes in Farmington Hills and Franklin. Due to this discovery, the length of the tunnel is being
reduced by 1,700 feet, and the storage size to about 2.9 million gallons. The WRC has a well driller on
retainer to build new wells and evaluate the systems of the homes affected. A 300 gallon water tank has
been provided to the residents so that while the wells are b eing evaluated, water can be pumped back into
their homes to keep their services going. The WRC’s insurance company is working with homeowners’
submission of insurance claims for related damage inside their homes. A coordination of the design
changes between the Road Commission for Oakland County (RCOC) and the City of Farmington Hills is
taking place due to the extension of the Middlebelt Road closure from four months to eight months. Water
Resources Commissioner Nash stated that of the great majority of the residents affected, they were able to
just lower the pump. Additionally, there have been ten wells drilled, one hooked up to city water , and
several others just needed a couple of adjustments. He also stated that contractor work performed or
damage caused to property would be reimbursed to the resident.
