PUBLIC COMMENT None. AGENDA ITEMS 1. MR #16024 – CIRCUIT COURT/FRIEND OF THE COURT - POSITION RECLASSIFICATIONS, CREATE NEW CLASSIFICATION AND POSITION CREATIONS The Friend of the Court (FOC) is seeking approval for the upward reclassification of two (2) Special Revenue (SR) funded, Full-Time Eligible (FTE) Office Assistant II positions to FO C Case Assistant positions; the creation of a new classification of FOC System Support Specialist and an upward reclassification of two (2) SR funded, FTE FOC Systems Clerk positions to that newly created classification; the creation of one (1) SR funded, FTE Workforce Development Technician II position; and the creation of one (1) SR funded, Part-Time Non-Eligible (PTNE), 1,000 hours per year Court Clinical Psychologist position in the Circuit Court, Clinical Services Unit. The FOC collects medical expense payments such as Medicaid and the cost of child birth on behalf of the Department of Health and Human Services. These position reclassifications and creations came about when the State Court Administrator’s Office (SCAO) discovered a regulation that sho wed that the FOC was entitled to 15% of these collections, and a retroactive payment of three years was negotiated. Continuing, the FOC estimates this 15% of collections will be about $150,000 per year. The upward reclassifications of FOC Case Assistant and FOC System Support Specialist will allow these employees to perform higher level services than what their current classification holds. The creation of the Workforce Development Technician II will allow this employee to be brought in -house, rather than being provided and funded by Troy Schools as it is currently. The Court Clinical Psychologist position was previously eliminated during the financial downturn in the economy, leaving individuals in domestic relations cases to have to hire private psychologists. Weipert moved to report to recommend approval of the attached suggested Resolution. Supported by Middleton. Motion carried unanimously on a roll call vote. 2. MR #16025 - SHERIFF’S OFFICE-CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF BRANDON 2016 The Sheriff’s Office is seeking approval to amend the law enforcement contract between Oakland County and Brandon Township for the upward reclassification of one (1) General Fund/General Purpose (GF/GP) funded, FTE Deputy II position to Lieutenant. The Brandon Township substation currently has 12 total staff, with one Sergeant overseeing 11 employees on three different shifts. The Sergeant will remain in place, and the Sergeant and Lieutenant will rotate shifts for better supervision. National recommendations for supervision are 1 to 5, and this will bring Brandon Township to 1 to 5.5. Spisz moved to report to recommend approval of the attached suggested Resolution. MR #16023 - FACILITIES MANAGEMENT DEPARTMENT/FACILITIES MAINTENANCE & OPERATIONS DIVISION - DOWNWARD RECLASSIFICATION AND CREATION OF POSITIONS HUMAN RESOURCES COMMITTEE Page 3 February 10, 2016 The Facilities Maintenance & Operations (FM&O) Division is seeking approval for a d ownward reclassification of one (1) Proprietary Revenue (PR) funded, FTE Chief-Landscape Services position from a Salary Grade 16 to a Salary Grade 14, and the creation of two (2) PR funded, PTNE General Helper Positions. FM&O worked very closely with the Human Resources Department regarding the Chief - Landscape Services position and it was determined that due to the span of control of that position, it is best suited to be a Grade 14, which is similar to the other chiefs in the department. During the budg et crunch, the person that was in that position went to PTNE and two General Helpers underfilled the position at a savings to the County. Over time, it has been determined that the position needs to be full - time in order to provide better service. Weipert moved to report to recommend approval of the attached suggested Resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. 4. REQUEST FOR MERIT RULE 3 JOB AUDIT DETERMINATION APPEAL - JEFFREY CODE, ENGINEERING SYSTEMS COORDINATOR, WATER RESOURCES COMMISSIONER The Human Resources Department is requesting a referral of a Merit Rule 3 Job Audit Determination Appeal to be referred to the Classification Determination Hearing Subcommittee. A job audit study was conducted on a Senior Engineering Systems Coordinator position, and after an in-depth review of the duties and responsibilities, it was determined that the position is appropriately classified . Per Merit Rule 3, the employee has the right to appeal the Human Resources Department ’s determination, and a hearing before the Classification Determination Hearing Subcommittee shall be scheduled. Upon agreement of the members of the Subcommittee, and the appellant’s availability, the hearing will be held March 23, 2016, following the Human Resources Committee meeting. Spisz moved to refer the appeal to the Classification Determination Hearing Subcommittee . Supported by Zack. Motion carried unanimously on a roll call vote. CONSENT AGENDA/COMMUNICATIONS A.
