Chairperson Middleton called the meeting of the Fina nce Committee to orde r at 6:48 p.m. in
Committee Room A of the Commissioners' Auditorium Wing, County Service Center in Pontiac,
Michigan.

REGULAR AGENDA
1. BOARD OF COMMISSIONER - PROPOSED CITY OF OAK PARK CORRIDOR
IMPROVEMENT AUTHORITY TAX CAPTURE – “OPT OUT”
Mr. Hunter indicated that he received a Corridor Improvement Authority (CIA) Plan from the City of
Oak Park right before Christmas and began reviewing it after the holidays. The City of Oak Park
had a public hearing on January 19, 2016. Mr. Hunter indicated that the City of Oak Pa rk’s CIA
includes the corner of Coolidge and part of Nine Mile and Eleven Mile Roads, with a capture of 20
years. The Sta te law gives the County 60 days to opt out, and if the County does not act, its tax
capture will be included in the plan. Chairperson Middleton explained that an emergency Finance
Committee meeting was scheduled today because the deadline for the 60 days to opt out is the day
after the next scheduled Board meeting, which is too close to the deadline.
The Tax Increment Financing Review Committee met on February 11, 2016, and reported to the
Finance Committee with the recommendation that the County opt out of the City of Oak Park’s tax
capture at this time. The resolution reflects that the Oakland County Board of Commissioners
exempts its taxes from capture b y the Oak Park CIA for the proposed TIF Plan. If the County later
determines that it is advisable to opt in to the CIA, and if a contract is successfully negotiated, the
County may revise its decision to exempt its taxes from captur e by the CIA.
Quarles moved approval of the attached suggested resolution. Supported by Zack.
Motion carried unanimously on a roll call vote with Long absent .

p.m.
