Weipert moved approval of the Agenda , as amended. Supported by Spisz. Motion carried on a voice vote. PUBLIC COMMENT None. AGENDA ITEMS 1. MR #16036 – SHERIFF’S OFFICE - CONTRACT AMENDMENT #1 FOR CONTRACT FOR COURT SECURITY AT THE 43 RD DISTRICT COURT - FERNDALE FOR 2015/2016/2017 The Sheriff’s Office is seeking approval to amend the contract between Oakland County and the 43 rd District Court - Ferndale to create two (2) Part-Time Non-Eligible (PTNE), 1,000 hour per year, Court Deputy II positions. The Court requested the increase for enhanced security purposes. Middleton moved to report to recommend approval of the attached suggested Resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. 2. MR #16037 - SHERIFF’S OFFICE - CREATION OF OFFICE ASSISTANT FOR THE RESULTS BREATH ALCOHOL AND DRUG TESTING PROGRAM The Sheriff’s Office is seeking approval for the creation of one (1) Full-Time Eligible (FTE), General Fund/General Purpose (GF/GP) Office Assistant I in the Corrective Services Satellite Division, East Annex Unit. The Sheriff’s Office took over the Results Breath Alcohol and Drug Testing Program from Community Correction s in 2009. The program has continued to grow, allowing the revenue to offset the cost of this position. Between the three locations that are being run, hundreds of people are being serviced, mainly at the request of the district courts. Weipert moved to report to recommend approval of the attached suggested Resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. 3. HUMAN RESOURCES DEPARTMENT - EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS The Human Resources Department is seek ing approval for an extension of the Merit System Eligibility Lists. Certified eligible lists are in effect for 6 months. This request is to extend eligibility of 22 classifications for an additional 6 months. Zack moved approval of the attached Extension of Merit System Eligibility Lists. Supported by Weipert. HUMAN RESOURCES DEPARTMENT - TEMPORARY OFFER OF MEDICAL COVERAGE FOR EMPLOYEES TRANSITIONING FROM FULL TIME ELIGIBLE TO PART TIME NON ELIGIBLE The Human Resources Department is seeking approval for the temporary offer of the HMO medical plan to PTNE employees who are eligible for medical coverage in accordance with the Affordable Care Act (ACA). The recent clarification from the IRS requires that if a FTE employee leaves employment and is hired back within 13 weeks as PTNE and had worked at least 1,560 hours, they must be offered temporary medical coverage through the stability period . The medical plan needs to be affordable, and it is suggested to subsidize the self -only premium using the Federal Poverty Line Safe Harbor amount of $92/month and the County would pay the remaining $577/month for 1 -person coverage. In looking at Calendar Year (CY) 2015 to estimate how much it would cost, there we re 55 people that fit the criteria. Of the 55, only 12 of them did not already have County coverage (by way of retirement, spouse, etc.) and would have been offered this plan. Based on CY2015, it is estimated that the cost to the County would be $83,000/year if all employees accepted the offer. Payment will be from the fringe benefit fund, and compared to the overall annual cost, it is less than 1%. Spisz moved to recommend approval of the attached suggested Resolution . Supported by Zack. Motion carried unanimously on a roll call vote. 5. HUMAN RESOURCES DEPARTMENT - CHANGE TO MERIT SYSTEM RULE 22 The Human Resources Department is seeking authorization to change Merit System Rule 22 to reflect the change in offering PTNE employees medical coverage, as stated in Item #4 above. The request is to add a sentence that reads: “Newly hired part -time non-eligible employees transitioning from County full - time status will be offered medical coverage if required in accordance with the Patient Protection and Affordability Care Act.” Spisz moved to recommend approval of the attached suggested Resolution. Supported by Weipert. Motion carried unanimously on a roll call vote. CONSENT AGENDA/COMMUNICATIONS A. B. C. Position Change Summary - FY2016 Retirement Minutes - December 2015 Retirement Minutes - January 2016 Spisz moved to receive and file items A - C. Supported by Bowman. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Chairperson Hoffman stated that the Appellant for the appeal hearing s cheduled March 23 rd has requested that the hearing be moved to a date after March 25 th. Upon agreement from the members of the Classification Determination Hearing Subcommittee, the hearing has been rescheduled to April 13 th, following the Human Resources Committee meeting.
