Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:00 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

PUBLIC COMMENT
Chairperson Dwyer announced that the Board of Commissioners is collecting donations from
employees for Flint residents this week, Monday through Thursday . The donation delivery will be
on Friday. The following items are being sought: Antibacterial soap and wipes, waterless baby
food and formula, 3-in-1 bath and leave-in shampoo, hand sanitizers and Vaseline.
AGENDA ITEMS
1. 52-4 DISTRICT COURT (TROY) – CREATE ONE (1) FULL-TIME-ELIGIBLE PROBATION
OFFICER I POSITION AND DELETE ONE (1) PART -TIME NON -ELIGIBLE PROBATION
OFFICER I POSITION
The Troy District Court requests authorization for the deletion of one Part-time Non-eligible
Probation Officer I position and the creation of one Full-time Eligible Probation Officer I position.
The newly created full-time eligible position will replace the part-time non-eligible 1,000 hours per
year position. The court’s caseload is up ten percent in the last four years. Employee levels are
above the levels prior to the economic downturn.

2. SHERIFF’S OFFICE – INTERLOCAL GOVERNMENTAL AGREEMENT WITH THE CITY
OF SOUTHFIELD FOR POLICE OFFICERS DR IVERS TRAINING
The Sheriff’s Office is seeking approval of the interlocal agreement with Southfield for police officers
driver’s training. Captain Wundra ch explained that the driver’s training program consists of two
sessions. The first session covers Emergency Vehicle Operations, which includes evasive steering,
controlled braking, threshold steering and acceleration and high speed lane changes. The second
session covers pursuit termination techniques, which consists of a precision and mobilization
technique, known as “the pit.” The training is conducted at the Milford Proving Grounds. For pit
maneuvers, 12 vehicles are available that have steel bumpers in the front and back f or impact
protection. Decommissioned patrol vehicles from the fleet are used for this type of training.

3. SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE TOWNSHIP
OF ADDISON 2016-2018
The Sheriff’s Office is requesting approval of the contract for marine patrol services for Addison
Township. The annual marine contracts have been continuing since 2008. The Department of
Natural Resources funds are allocated for jump boats that respond to calls. The marine contracts
provide for part-time marine deputies to patrol the lakes. The number of deputy hours re mains the
same as last year. During the summer the local communities communicate with the department for
scheduling to avoid wasted resources. The actual deputy hours worked vary each season.

4. SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER
TOWNSHIP OF COMMERCE 2016 -2018
The Sheriff’s Office is requesting approval of the contract for marine patrol services for Commerce
Township.
Kowall moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

TOWNSHIP OF HIGHLAND 2016 -2018
The Sheriff’s Office is requesting approval of the contract for marine pa trol services for Highland
Township.

Independence Township.

The Sheriff’s Office is requesting approval of the contract for marine patrol services fo r Novi. Patrol
services are provided for Walled Lake, a majority of which is located in the City of Novi.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Spisz.

8. SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CITY OF
ORCHARD LAKE VILLAGE 2016 -2018
The Sheriff’s Office is requesting approval of the contract for marine patrol services for Orchard
Lake.

TOWNSHIP OF ORION 2016-2018
The Sheriff’s Office is requesting approval of the contract for marine patrol services for Orion
Township. Patrol services are provided for Lake Orion and Voorheis Lake.

The Sheriff’s Office is requesting approval of the contract for marine patrol services for Waterford
Township. Patrol services are provided for Lake Oakland.

The Sheriff’s Office is requesting appro val of the contract for marine patrol services for West
Bloomfield Township. Patrol services are provided for Pine Lake.

13. SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER
TOWNSHIP OF WHITE LAKE 2016-2018
The Sheriff’s Office is requesting approval of the contract for marine patrol services for White Lake
Township. Patrol services are provided for Pontiac Lake.
Kowall moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote with Jackson absent.
OTHER BUSINESS
Undersheriff McCabe updated the Committee regarding a recent Supreme Court ruling that
anyone under the age of 18 convicted and sentenced of first degree murder with a mandatory
life in prison will be granted a resentencing. The Prosecutor’s Office and County Executive will
be assisting the department in the burdensome task.
Undersheriff McCabe announced that Pontiac has started a PAL program, which is a 501(C)(3)
organization. All were encouraged to support Pontiac’s youth and attend next month’s program.
COMMUNICATIONS
A. Sheriff’s Office – 2016 MCOLES Law Enforcement Distribution Registration - Grant
Application
Spisz moved to file and receive the Communication. Supported by McGillivray.
Motion carried on a voice vote.
Undersheriff McCabe commented that the MCOLES Law Enforcement Distribution Registration
grant is distributed twice a year. The grant application listed under Communications is for the
second half of the year. Some of the training funds from the State were cut dramatically.

OTHER BUSINESS/ADJOURNMENT
Chairperson Dwyer inquired about the County’s emergency preparedness in light of the terrorist
attacks in Brussels this morning. Undersheriff McCabe responded that e mergency
preparedness efforts continue and a task force exists specifically for terrorism.
There being no further business to come before the Committee, the meeting was adjourned at
11:20 a.m.
