Supported by Fleming. Motion carried on a voice vote. PUBLIC COMMENT None. REGULAR AGENDA 1. MR #16046 - BOARD OF COMMISSIONERS – SUPPORT FOR THE PREVENTION AND TREATMENT OF PRESCRIPTION DRUG AND OPIOID ABUSE IN THE STATE OF MICHIGAN AND OAKLAND COUNTY Commissioner Spisz introduced the resolution in support of the prevention and treatment of prescription drug and opioid abuse. The Sheriff’s Office has coordinated a prescription drug collection program for drop-off locations around the county. Commissioners Taub and Spisz are on the Substance Use Disorder Oversight Policy Board. The rate of prescription drug and opioid abuse is on the rise. Prevention of this type of abuse was stressed . Hoffman moved to report to recommend approval of the attached resolution. Supported by Quarles. Kochenderfer moved to amend the resolution to add a Whereas paragraph as follows: “WHEREAS, we believe public policy must be targeted at ending the abuse of prescription drugs while protecting the rights of patients for whom these prescriptions are medically necessary.” Supported by Taub. Motion to amend carried unanimously on a roll call vote. Main motion, as amended, carried unanimously on a roll call vote . 2. MR #16047 - BOARD OF COMMISSIONERS – ESTABLISHMENT OF A STUDY GROUP ON ENERGY INFRASTRUCTURE AND RELIABILITY Commissioner Kochenderfer introduced the resolution to establish a study group on energy. Residents from Rochester and other communities reported chronic power outages that occurred during inclement weather. In 1989 a task force was created due to similar issues. Upon approval of the Board of Commissioners, the study group will be formed. Kochenderfer moved to report to recommend approval of the attached resolution. Supported by Taub. MR #16084 - BOARD OF COMMISSIONERS – DESIGNATION OF JUNE 2016 AS NATIONAL SAFETY MONTH IN OAKLAND COUNTY AND SUPPORT OF EFFORTS TO PROMOTE FIREARMS SAFETY The resolution was introduced by Commissioner Spisz in support of National Safety Month. This is the third annual promotion for prevention of gun violence. The purpose of the resolution is to encourage gun safety education and awareness in June, which is Nat ional Safety Month. This year June 10th is the designated gun safety day when the gun locks will be distributed. Information about incorporating gun safes into the event is currently in process . The press conference will be held on Tuesday, June 7, 2016, prior to the program on Friday. Hoffman moved to report to recommend approval of the attached resolution. Supported by Taub. Motion carried unanimously on a roll call vote . 4. MR #16085 - BOARD OF COMMISSIONERS – OAKLAND COUNTY DESIGNATION OF THE WEEK OF MAY 1, 2016 THROUGH SUNDAY, MAY 8, 2016 AS DAYS OF REMEMBRANCE AND THURSDAY, MAY 5, 2016 AS THE DAY OF REMEMBRANCE OF THE VICTIMS OF THE HOLOCAUST The adoption of the resolution brought by Commissioner Taub will recognize the week of May 1, 2016, as the designated Days of Remembrance of the Victims of the Holocaust in Oakland County. Commissioner Taub brings a resolution of this type every year to remember the Holocaust victims and the systemic murder of millions of people. Taub moved to report to recommend approval of the attached resolution. Supported by Gershenson. Motion carried unanimously on a roll call vote. 5. MR #16086 - BOARD OF COMMISSIONERS – DESIGNATION OF APRIL 24, 2016 AS ARMENIAN MARTYRS’ DAY IN OAKLAND COUNTY The resolution recognizes April 24, 2016 , as Armenian Martyrs’ Day. Commissioner Taub distributed a copy of an article, “Genocide Survivor Cele brates 102nd Birthday” to the Committee. The genocide of Armenians is not widely acknowledged and the adopted resolution’s purpose is to raise awareness regarding this historic event. Taub moved to report to recommend approval of the attached resolution. Supported by Gosselin. Motion carried unanimously on a roll call vote . 6. MICHIGAN DEPARTMENT OF HUMAN SERVICES STATUS UPDAT E Dr. Dudley introduced the board members, Sherrie Ross and Margaret Warner. Also present were Vicki Cooley and Susan Hull from DHHS staff. A handout was distributed outlining the PowerPoint presentation. The duties of the DHHS board were enacted by So cial Welfare Act 280 of 1939. Currently 82 boards exist throughout Michigan. Each board provides coordination with DHHS and oversight regarding the human services programs. GENERAL GOVERNMENT COMMITTEE Page 4 April 11, 2016 In 2008 Michigan entered into a settlement agreement regarding the 2006 lawsuit in which federal oversight was required. A brief discussion was held regarding this matter. Ms. Ross relayed the numbers for December 2015 as follows: Family Independence Program (FIP), 1,159 cases; Medicaid Based on Disability (MA), 29,669 cases; and Family and Senior related Medicaid Categories , 167,522 cases. Also mentioned were the Refugee Medicaid consisting of 30 cases, Food Assistance , 54,675 cases and Child Development and Care , 1,453 cases. A total of 16,027 applications were received for th at month. Ms. Warner spoke about the department’s challenges , such as the merger, caseload sizes, current vacancies of staff and training. The Flint water crisis is an additional challenge for the department. Oakland County is the second largest county in Michigan for delivering services . There are three office locations: Madison Heights, Pontiac and Southfield. The typical caseload size is over 800 cases and the Southfield office has close to 900 cases per worker. Oakland County i s one of the few counties with staff devoted specifically for prevention program services ; however, these services have limited resources . When child abuse and neglect is prevented, there is less reliance on child protective services , the courts and foster care placement. Ms. Cooley explained that the Southfield DHHS office location is set up differently than the other offices. Some of the workers have specialized and specific tasks which allow the other workers to focus on their caseload. Due to the lawsuit and settlement agreement, the child welfare caseload is set at a maximum of 125 cases. Questions from the Committee members were addressed. DHHS will be holding an open ho use in the near future and the C ommissioners will be invited to attend. Commissioner Woodward requested a status update related to childcare in the future. GENERAL GOVERNMENT COMMITTEE Page 5 April 11, 2016 OTHER BUSINESS/ADJOURNMENT Chairperson Long announced that another application has been received for the Friend of the Court – Citizen Advisory Committee, Family Law Practice Attorney . The application deadline for the upcoming vacancy in June is at the end of the month. The two applicants will be contacted to set up their interviews. There were no objections.
