Chairperson Long called the meeting of the General Government Committee to order at 9:36 a.m. in
the Commissioners’ Auditorium, County Service Center in Pontiac, Michigan.

OTHER BUSINESS
Chairperson Long and Commissioner Gershen son welcomed the students to the Board of
Commissioners’ 36 th annual Youth In Government Day. A Proclamation was read recognizing
April 25, 2016 as the designated Youth in Government Day, which is in recognition of National
County Government Month. Also recognized were April 22 as Earth Day and April 28 as Take
Your Child to Work Day.

REGULAR AGENDA
1. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – 2015-2016
HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS PLANNING PROGRAM (HM EP-
PP) – GRANT AGREEMENT ACCEPTANCE
The Homeland Security Division requests acceptance of the Hazardous Materials Emergency
Preparedness Planning Program grant for the purpose of enhancing hazardous material response
planning. The $10,800 grant award is from the Michigan Department of State Police, Emergency
Management and Homeland Security Division. The grant funds allow the department to create 302
site response plans for facilities within the county. These plans reflect what chemicals are at the
facilities, so that when first responders arrive at the scene they have important information available
to them on how to proceed. In addition to the site plans, the fire departments inspect the fa cilities to
check on the evacuation routes and where the chemic als are located.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Fleming.
Motion carried unanimously on a roll call vote .
2. BOARD OF COMMISSIONERS – AUTHORIZATION FOR THE OAKLAND COUNTY
ZOOLOGICAL AUTHORITY TO UTILIZE THE PROPERTY TAX PROVISIONS OF PUBLIC ACT
49 OF 2008 TO PLACE A MILLAGE QUESTION ON THE AUGUST 2, 2016 PRIMARY
ELECTION
The resolution authorizes the Oakland County Zoological Authority to pla ce the zoo millage on the
upcoming ballot for the primary election. The expiration of the current millage is 2017. The millage
question is requested to be placed on the August 2nd primary a year early to allow for long-term
budget planning and time in the event the millage does not get renewed. Mr. Good and Mr. Semple
addressed questions posed by the Commissioners .
Mr. Good explained how the millage funds are used for general operating expenses. Residents
from the three counties involved in the millage are offered discounted memberships . The zoo offers
additional discounts to specific groups throughout the year. Chairperson Long clarified for the
students’ benefit that the purpose of the resolution is to request to put the millage on the ballot, so
then the people can decide whether to vote for the renewal o r not. The zoo serves approximately
1.5 million guests per year. The current project at the zoo is blacktop improvements. The renewal
amount remains at 1 mill. Mr. Semple gave a brief history of the zoo’s funding and how the
economic downturn affected property tax values, which impacted the tax amount going to the zoo.
The new penguin conservation center was built for approximately $30 million.

Commissioner Gershenson asked for more frequent updates to the Committee from the zoo , such
as quarterly or biannually. Mr. Semple responded that the zoo would be happy to accommodate
the request.
Woodward moved to recommend approval of the attached suggested resolution. Supported
by Hoffman.
Motion carried on a roll call vote with Gosselin voting no.
3. MR #16102 - BOARD OF COMMISSIONERS – SUPPORT FOR WATER TESTING AND
ANALYSIS OF MICHIGAN PUBLIC AND NONPUBLIC SCHOOLS
The Board of Commissioners introduced the resolution in support of water testing for schools in
Michigan. There currently is no requirement for water testing in schools throughout Michigan.
Some schools perform water testing while others do not. The schools with wells have them
inspected. The crisis in Flint elevated the public’s attention to the water issue and the
consequences of lead poisoning. Commissioner Woodward mentioned that the monies to be
used for water testing at schools will not be available until October, w hich raises the question of
how testing can be done prior to the start of the school year.
Woodward moved to report to recommend approval of the attached resolution. Supported
by Taub.
Woodward moved to amend the resolution to add a paragraph as follows:
“BE IT FURTHER RESOLVED that the Board of Commissioners support amending the
proposed legislation and existing reg ulations to include child care, assisted living
facilities and other facilities that house individuals that are more vulnerable to the
detrimental effects of lead, copper or other elements in the water supply.”
Supported by Taub.
Motion to amend carried on a roll call vote with Gosselin voting no.
Main motion, as amended, carried unanimously on a roll call vote .
