PUBLIC COMMENT None. AGENDA ITEMS 1. SHERIFF’S OFFICE - CONTRACT FOR POLICE AND FIRE DISPATCH SERVICES FOR THE CITY OF AUBURN HILLS 2016-2018 AND CREATION OF NEW DIVISION, UNIT AND POSITIONS The Oakland County Sheriff’s Office (OCSO) is seeking approval of a contract for police and fire dispatch services between Oakland County and the City of Auburn Hills. Auburn Hills approached the OCSO with interest in disbanding their Public -Safety Answering Point (PSAP) and having them take over the services. This agreement will include the creation of a new division and bring the dispatch center to approximately 80 employees. The contract will provide the OCSO with enough revenue to hire an additional six (6) people for the additional workload. One or two of Auburn Hills’ employees may come to the OCSO, but others have taken jobs within the City of Auburn Hills or other police departments. Also being created is a new Captain’s position. The OCSO is the second largest PSAP in the State of Michigan, and the only entity to dispatch all three emergency services of medical, fire, and police. Undersheriff McCabe stated that 80% of calls come in on cell phones, making it difficult to pinpoint location. The call is routed off of the closest cell phone tower and sent to the best estimated dis patch center. Technology is advancing, such as with NG9 -1-1, but it is still a few years away. Spisz moved to report to recommend approval of the attached suggested Resolution. Supported by Zack. Motion carried unanimously on a roll call vote with Bowman absent. 2. HUMAN RESOURCES DEPARTMENT - EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS The Human Resources Department is seeking approval for an extension of the Merit System Eligibility Lists. Certified eligible lists are in effect for 6 months. This request is to extend eligibility of 2 8 classifications for an additional 6 months. Middleton moved approval of the attached Extension of Merit System Eligibility List. Supported by Spisz. Motion carried unanimously on a roll call vote with Bowman absen t. 3. HUMAN RESOURCES DEPARTMENT - OAKLAND COUNTY WELLNESS REPORT Ms. Bedricky reported on the OakFit Wellness Program for 2015 . She stated that there is a 55-60% participation rate for the Health Screenings and Health Risk Assessments, and finds that f avorable. Internal discussions have been had regarding tying the Health Screenings into the employee benefits, but nothing has been implemented in that regard. This is the 10th year for the program that was implemented in 2006. High risks are coming down, which creates good value for the County and for the employee to be aware of their health behaviors. She stated that the program is very diverse and reaches all types of audiences in the employee base. Lastly, OakFit Wel lness was the Best & Brightest in Wellness winner, was recognized by Governor Snyder for the Governor’s Fitness Award, and received the National Association of Counties (NACo) Achievement Award for the Fitness Unleashed Program .
