HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – EMERGENCY MANAGEMENT PERFORMANCE GRANT AGREEMENT FOR FISCAL YEAR 2016 ACCEPTANCE The Health Division is seeking acceptance of an Emergency Management Performance Grant. The County has received the Federal Emergency Management Agency (FEMA) Emergency Management Program Grant (EMPG) for 44 years. The program funds are obtained from FEMA through the Michigan State Police Emergency Management Division. The grant is $52,557 and has matching funds. The grant is a reimbursement -type grant that runs throughout the fiscal year . Hoffman moved to recommend approval of the attached suggested resolution. Supported by Taub. Motion carried unanimously on a roll call vote with Woodward and Quarles absent . 2. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – MEMORANDUM OF AGREEMENT WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY INTEGRATED PUBLIC ALERT AND WARNING SYSTEM (IPAWS) PROGRAM MANAGEMENT OFFICE ACCEPTANCE The Health Division is seeking to renew the Memorandum of Agreement between Oakland County and the Federal Emergency Management Agency (FEMA). The IPAWS Program has been in place for several years. The emergency system allows Oakland County to distribute alert messages to the public via cell phone. No funding is required of the County. Fleming moved to recommend approval of the attached suggested resolution. Supported by Taub. Motion carried unanimously on a roll call vote with Woodward and Quarles absent . 3. HEALTH AND HUMAN SERVICES/HEALTH DIVISION – INTERLOCAL AGREEMENT BETWEEN THE COUNTY OF OAKLAND AND THE OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY FOR HEALTH EDUCATION PREVENTION SERVICES The Health Division is requesting approval of the intergovernmental agreement between Oakland County and Oakland County Community Mental Health Authority (OCCMHA). This agreement is a follow-up measure to the action taken last year when the substance abuse prevention services were moved and the Prior Authorization and Central Evaluation (PACE) Unit was discontinued. The Health Department has worked with the OCCMHA throughout the transition. Two health educator positions will be continu ed in the Health Division. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – REVISION OF OAKLAND COUNTY SANITARY CODE, ARTICLE III The Health Division is requesting approval of the adoption of the revised Oakland County Sanitary Code. Article III of the Sanitary Code has not been revised since 1975. The Sanitary Code has been revised and updated. Local engineers and well diggers have given their support. The revised code provides possible solutions for existing homes that have had problems in the past, clarity for alternative systems and also addresses engineered systems for lake cottages that are being turned into homes. It is important to maintain and pump septic systems. A brief discussion was held. Taub moved to recommend approval of the attached suggested resolution. Supported by Fleming. Motion carried unanimously on a roll call vote with Woodward and Quarles absent . 5. BOARD OF COMMISSIONERS - AREA AGENCY ON AGING 1 -B – FY 2017 to 2019 MULTI YEAR PLAN Area Agency on Aging 1 -B seeks approval of the Annual Implementation Plan for Fiscal Years 2017 through 2019. Ms. Marzolf, CEO of the Area Agency on Aging 1 -B (AAA 1-B), spoke about the snapshot provided to the Committee members . The AAA 1-B averages anywhere from 2,400 to 3,000 calls a week, with most calls coming from Oakland County. Wayne County has agreed to transfer $1 million in funds in $25,000 increments over a period of four years into this region. In- home services are available to those in need, such as homemaking and bathing assistance . The program for picking up seniors and taking them to where they need to go has a waiti ng list of 800. The Same Address program is targeted to people who have higher income levels to receive assistance with wrap -around services that may be available in an assisted living setting, but are serviced in their home. Meals on Wheels has no waiting list for those who qualify for this service. Other funding sources are being looked into for future financial resources. Ms. Marzolf answered the Committee members’ questions. Fleming moved to recommend approval of the attached suggested resolution. Supported by Gershenson. BOARD OF COMMISSIONERS/LIBRARY BOARD – 2016 REMOTE ACCESS LEGAL DATABASE SUBSCRIPTION GRANT ACCEPTANCE The Library requests acceptance of a gra nt to be used for a remote access subscription. The Oakland Bar Association will fund an $8,000 grant for this pilot program. Attorneys and patrons of the library voiced their wish to be able to access the database resources remotely at home or their offices rather than physically coming to the library. Hein, an outside vendor, will provide this service for one year. This will be done on an experimental basis and the usage will be monitored to see when the remote access is utilized. The number of peopl e using it and duration of usage will be tracked and reported. OTHER BUSINESS/ADJOURNMENT Chairperson Long stated that Dr. Dudley , current Michigan Department of Human Services, Oakland County DHS Agency Board chairperson, has re-applied for another three -year term on the DHS Board. The expiration date of the term is October 31, 2016.
