Chairperson Hoffman called the meeting of the Human Resources Committee to order at 1:32 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan.

AGENDA ITEMS
1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION - INTERLOCAL
AGREEMENT BETWEEN THE COUNTY OF OAKLAND AND THE OAKLAND COUNTY COMMUNITY
MENTAL HEALTH AUTHORITY FOR HEALTH EDUCATION PREVENTION SERVICES
The Health Division is seeking approval of the Interlocal Agreement between Oakland County and
Oakland County Community Mental Health Autho rity (OCCMHA) to maintain funding for two Full-Time
Eligible (FTE), Special Revenue (SR) funded Public Health Educator III positions, to delete 14 positions
that are associated with the Prior Authorization and Central Evaluation (PACE) unit, and to continue
Health Education and Prevention Services. The funding for the two positions will continue until
September 30 , 2016, when OCCMHA will then put the services out for bid . The Health Division’s
prevention services have been recognized by OCCMHA, as well as the stellar efforts of the two staff in
terms of educating the community. Additionally, the State of Michigan has also been pleased with the
work coming out of prevention services at the Health Division and has assigned them with the regional
tobacco ini tiative to oversee some of the work in the tri-county area .
Weipert moved to report to recommend approval of the attached suggested Resolution.
Supported by Spisz.

2. HUMAN RESOURCES DEPARTMENT - SALARY & BENEFIT RECOMMENDATION PACKAGE
FOR FY2017 – FY2019
The proposed report , as drafted by the Human Resources Department , contains the following
recommendations for the FY2017-FY2019 Recommended Budget:
“1. Increase the current salary ranges for salary gra des 1 - 21 by a 2.0% general salary increase for
Fiscal Year 2017, which begins October 1, 2016.
2. Increase the current salary ranges for all remaining classifications not represented by bargaining
units by a 2.0% general salary increase for Fiscal Year 20 17, including appointed officials,
classes designated as exceptions to salary grades 1 - 21, part-time and hourly classes, students,
and summer and seasonal classes but excluding:
a. Circuit, Probate and District Court Judges which are currently at the maximu m rate
allowed.
b. Oakland County Road Commission members .
c. Board of Commissioners and all other elected officials whose salaries are addressed
below.
3. Provide a __% salary adjustment to the County Executive, Prosecuting Attorney, County
Clerk/Register of Deeds, Water Resources Commissioner, Sheriff, and County Treasurer effective
October 1, 2016.
4. Provide a __% salary adjustment for County Commissioners effective January 1, 2017, and a
__% salary adjustment effective January 1, 2018.
5. Decrease the salary grade of the following classifications:

10. Increase the County match on the 457 retirement plan from $300 to $500 per year
11. Further that no transfer of fund is required for these increases since suffi cient funds have been
budgeted.”
Ms. Taylor stated that the labor market is still moving and salaries are increasing. The County Executive
is recommending a 2% general salary increase, and the budget has been balanced at that percentage.
The Commissioners need to set the salary percentage increase for elected officials: County Executive,
Prosecuting Attorney, County Clerk/Register of Deeds, Water Resources Commissioner, Sheriff, and
County Treasurer. The elected officials named and the general salary increase is for Fiscal Year (FY)
2017, effective October 1, 2016. The Commissioners will also need to set the salary increase percentage
for the Board of Commissioners for Calendar Years (CY) 2017 and 2018, effective January 1, 2017 and
January 1, 2018. The Commissioners need to set both years now, because they cannot vote on their
own pay raise during the current term they are serving in.
Spisz moved to postpone action until August 10, 2016 in order to gather additional information
from Fiscal Services regarding a general salary increase of 2.5% or 3%. Supported by
Kochenderfer.
Motion to postpone carried on a voice vote.
