REGULAR AGENDA 1. DEPARTMENT OF H EALTH AND HUMAN SERVICES /HEALTH DIVISION – AMENDMENT #1 OF THE INLAND BEACH GRANT CONTRACT WITH THE MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY (MDEQ) – DEQ PROJECT NUMBER 2015- 7209 The Health Division is requesting approval of an amendment of the grant contract with the Michigan Department of Environmental Quality (MDEQ) for the Inland Beach Grant. The MDEQ grant period is to be extended through December 31, 2016. An fund increase will be awarded. The Health Division was awarded the 2015 to 2016 grant to be used with the qPCR machines from DEQ to monitor the beaches. The water samples are taken according to a five -year cycle. Currently the samples collected for the qPCR machine are frozen. The testing results in a DNA analysis of the water can reveal whether the contamination source is from human or animal. There is a history of large geese population among the lakes. Should the fecal content of the water sample exceed the limit, this information is made public by posting s on the DEQ website and the affected beach would be closed. Commissioner Taub suggested that the vehicles parked should contain identification, such as a magnet, identifying that the Health Department is performing the water testing. Taub moved to recommend approval of the attached suggested resolution. Supported by Quarles. Motion carried unanimously on a roll call vote with Gosselin and Woodward absent. 2. DEPARTMENT OF H EALTH AND HUMAN SERVICES /HEALTH DIVISION – AMENDMENT #2 OF THE INTERLOCAL AGREEMENT BETWEEN THE COUNTY OF OAKLAND AND THE OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY FOR SUICIDE PREVENTION SERVICES The Health Division is requesting approval of an amendment of the interlocal agreement between Oakland County and Oakland County Community Ment al Health Authority (OCCMHA). This amendment will increase funding by $57,349 for additional suicide prevention services, such as training, education and other initiatives. The Health Division plans like to provide a community event to support families a nd students to reduce the stigma regarding mental h ealth and increase awareness of community resources. A training session is scheduled in September. A public health educator position will also be continued. Taub moved to recommend approval of the attac hed suggested resolution. Supported by Gershenson. Motion carried unanimously on a roll call vote with Gosselin and Woodward absent. 3. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – HURON VALLEY SCHOOL DISTRICT SERVICE AGREEMENT AMENDMENT 3 ACCEPTANCE The Health Division is seeking approval of an amendment of the service agreement between Oakland County and the Huron Valley School District. The funds will provide for a two -year extension to continue performing water testing in homes adjacent to where the waste water GENERAL GOVERNMENT COMMITTEE Page 3 August 8, 2016 treatment plant was closed. The sample s are processed at Brighton Analytical. The aquifer was affected and the groundwater continue s to be monitored. A brief discussion was held. Fleming moved to recommend approval of the attached suggested resolution. Supported by Taub. Motion carried unanimously on a roll call vote with Gosselin and Woodward absent. 4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – REQUEST TO TRANSFER RADIOLOGICAL RESPONSE TEAM EQUIPMENT TO O AKLAND COUNTY HAZMAT TEAMS (MABAS 3201 AND MABAS 3202) The Health Division is requesting approval of a transfer of equipment and supplies to the Hazmat Teams. The two teams, MABAS 3201 and 3202, agreed to accept the equipment and will provide the equipment maintenance. Fleming moved to recommend approval of the attached suggested resolution. Supported by Hoffman. Motion carried unanimously on a roll call vote with Gosselin and Woodward absent. 5. MR #16158 - BOARD OF COMMISSIONERS – OAKLAND COUNTY CLERK/REGISTER OF DEEDS REDUCED FEE FOR CERTIFIED BIRTH RECORDS FOR OAKLAND COUNTY SENIORS Commissioner Woodward introduced the resolution to reduce the fees for senior citizens when obtaining birth records. Revisions have been made to the resolution to i nclude changes to the master fee schedule for vital records. Ms. Brown answered the Committee members’ questions. Taub moved to report to recommend approval of the resolution. Supported by Quarles. Quarles moved to amend the resolution as follows: Strike all references of “Public Act 368 of 1978” (PA 368) in the WHEREAS paragraphs 2 through 5 and insert “MCL 333.2891” in its place, Remove the 8th and 9th WHEREAS paragraphs, “WHEREAS as a result of the adoption of MR #14083, the Oakland County Clerk/Re gister of Deeds, the County Executive and Department of Management and Budget undertook a study of Oakland County’s vital records fees to explore costs related to maintenance of the vital records program; and WHEREAS the resulting study found that the curr ent $15 fee for a certified record exceeded costs, it currently costs approximately $9.13 to produce a certified copy of a record; and” Replace the BE IT FURTHER RESOLVED paragraph “BE IT FURTHER RESOLVED that the Access Oakland Master Fee Schedule be ame nded to reflect that a person 65 years of age or older shall not be charged an additional fee for an online application to search and obtain 1 certified copy of his or her birth record .” with the following: “BE IT FURTHER RESOLVED that Access Oakland Mast er Fee Schedule be amended to eliminate the category ‘Vital Records Order (VRO) – Any Transaction.’ GENERAL GOVERNMENT COMMITTEE Page 4 August 8, 2016 BE IT FURTHER RESOLVED that online vital records transactions shall be subject to the fees outlined in the ‘Shopping Cart, Payment, and Express Checkout Products Payment Via Credit/Debit Card’ category of the Access Oakland Master Fee Schedule attached.” Supported by Taub. Motion to amend carried on a voice vote. Main motion, as amended, carried unanimously on a roll call vote with Gosselin and Woodward absent. 6. BOARD OF COMMISSIONERS – MICHIGAN DEPARTMENT OF HEALTH AND HUMAN SERVICES – OAKLAND COUNTY DHHS AGENCY BOARD APPOINTMENT The term of the Oakland County Department of Health and Human Services Board currently held by Grenae Dudley expires on October 31, 2016. Dr. Dudley has completed an application and is seeking re -appointment for another three-year term on the board. A brief discussion was held. Quarles moved to report to recommend the re-appointment of Grenae Dudley to the Oakland County DHHS Agency Board to serve a three -year term beginning November 1, 2016 and ending October 31, 2019. GENERAL GOVERNMENT COMMITTEE Page 5 August 8, 2016 OTHER BUSINESS/ADJOURNMENT Commissioner Taub congratulated Chris Ward on his new role as Administrative Dire ctor for the Board of Commissioners . Commissioner Gershenson asked when a new analyst will be hired. Mr. Ward replied that the position was posted this morning and encouraged qualified candidates to apply. Ms. Srogi briefly stated her credentials and research experience history .
