Chairperson Hoffman called the meeting of the Human Resources Committee to order at 8:06 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan.

AGENDA ITEMS
1. MR #16181 - SHERIFF’S OFFICE - CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF OXFOR D
The Sheriff’s Office is seeking approval to amend the contract between Oakland County and the
Township of Oxford to create one (1) Full -Time Eligible (FTE), General Fund/General Purpose (GF/GP)
funded, Deputy II position. The position was cut during the downturn of the economy, and is being
requested to be added back at this time. T he school district and the T ownship are each paying part of the
cost.
Spisz moved to report to recommend approval of the attached suggested Resolution. Supported
by Bowman.
Motion carried unanimously on a roll call vote.
2. HUMAN RESOURCES DEPARTMENT - EXCEPTION TO MERIT RULE 2.10.1.2 FOR IT
TRAINEE CLASSIFICATION - INFORMATION TECHNOLOGY DEPARTMENT
The Human Resources and Information Technology (IT) Departments are seeking an exception to Merit
Rule 2.10.1.2 for the payment of overtime for IT Trainees. This will allow the trainees to flex their time,
meaning if they work more than eight (8) hours on a given day, rather than being paid overtime, they can
take off the additional hours from another day without affecting their personal or vacation leave bank.
They will be scheduled for a 40-hour work week, rather than five, eight-hour days. The IT Trainee position
is for people that are just starting programming and do not have much experience.
Weipert moved to recommend approval of the attached suggested Resolution. Supported by
Middleton.
Motion carried unanimously on a roll call vote.
3. HUMAN RESOURCES DEPARTMENT - SALARY & BENEFIT RECOMMENDATION PACKAGE
FOR FY2017 – FY2019
The proposed report as drafted by the Human Resources Department contains the following
recommendations for the FY2017-FY2019 Recommended Budget:
“1. Increase the current salary ranges for salary grades 1 - 21 by a 2.0% general salary increase for
Fiscal Year 2017, which begins October 1, 2016.

2. Increase the current salary ranges for all remain ing classifications not represented by bargaining
units by a 2.0% general salary increase for Fiscal Year 201 7, including appointed officials,
classes designated as exceptions to salary grades 1 - 21, part-time and hourly classes, students,
and summer and seasonal classes but excluding:
a. Circuit, Probate and District Court Judges which are currently at the maximum rate
allowed.
b. Oakland County Road Commission me mbers.
c. Board of Commissioners and all other elected officials whose salaries are addressed
below.
3. Provide a __% salary adjustment to the County Executive, Prosecuting Attorney, County
Clerk/Register of Deeds, Water Resources Commissioner, Sheriff, and Cou nty Treasurer effective
October 1, 2016 .
4. Provide a __% salary adjustment for County Commissioners effective January 1, 2017, and a
__% salary adjustment effective January 1, 2018 .
5. Decrease the salary grade of the following classifications:

10. Increase the County match on the 457 retirement plan from $300 to $500 per year .
11. Further that no transfer of fund is required for these increases since sufficient funds have been
budgeted.”
Ms. Taylor stated that the County Executive is recommending a 2% general salary increase for salary
grades 1-21 for Fiscal Year (FY) 2017, effective October 1, 2016. It is also recommended to increase the
current salary ranges by 2% for all the remaining classifications designated as exceptions to salary
grades 1-21: part-time and hourly classes, students, summer and seasonal classes. No increase is
recommended for Circuit, Probate, and District Court Judges, as they are currently at the maximum rate
allowed per the guidelines of the state, nor for the Oakland County Road Commission membe rs. Ms.
Taylor explained that the Commissioners need to set the salary percentage increase for elected officials:
County Executive, Prosecuting Attorney, County Clerk/Register of Deeds, Water Resources
Commissioner, Sheriff, and County Treasurer , for FY2017, effective October 1, 2016. Additionally, they
need to set the salary increase percentage for the Board of Commissioners for Calendar Year (CY) 2017 ,
effective January 1, 2017, and CY2018, effective January 1, 2018.
Weipert moved to report the salary and benefit recommendations consistent with the
recommendations of the Human Resources Department to the Finance Committee and the Board
of Commissioners. Supported by Spisz.
Spisz moved to amend paragraph 3 of the report to recommend a 2% salary adjustment for the
County-Wide Elected Officials for FY2017, effective October 1, 2016. Supported by
Kochenderfer.
Motion to amend carried unanimously on a roll call vote.
Zack moved to amend paragraph 4 of the report to adjust the salaries of the County
Commissioners to 2% for CY2017, effective January 1, 2017 , and “Me Too” for CY2018, effective
January 1, 2018. Supported by Bowman.
Motion to amend carried on a roll call vote with Spisz voting no.
