Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:00 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. VETERANS’ SERVICES – MEMORANDUM OF UNDERSTANDING WITH MICHIGAN’S
VETERANS AFFAIRS AGENCY FOR USE OF LICENSED VETRASPEC WEB -BASED
BENEFITS INFORMATION SYSTEM
Veterans’ Services is requesting approval to renew the contract with Michigan Veterans Affairs
Agency for use of its VetraSpec software. The VetraSpec software is purchased by the State of
Michigan. The initial Memorandum of Understanding to use the web-based benefits system was for
three years. The contract renewal is for an additional three years. The system h as enabled the
department to go out in the field to make services available to veterans who are unable to reach the
office.
Mr. Wootten encouraged the Committee members to visit the Great Lakes National Cemetery on
Veterans Day this year.
Scott moved to recommend approval of the attached suggested resolution . Supported by
Spisz.

2. CIRCUIT COURT - FAMILY DIVISION – OAKLAND COUNTY CHILD CARE FUND
BUDGET 2016-2017
The Family Division of Circuit Court is requesting approval of the 2016 -2017 Child Care Fund
Budget to submit to the Bureau of Juvenile Justice, Michigan Department of Health and Human
Services. The budget is submitted annually for approval pursuant to the statute. The Child Care
Fund helps fund services to delinquent and neglected children.
Mr. Bilson commented that two judges will be retiring from the family court. Also mentioned was the
monitoring of the pending bill in Lansing that would raise the age of jurisdiction for juvenile cases
from 16 to 17, which would impact the court.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Spisz.

3. SHERIFF’S OFFICE – MEMORANDUM OF UNDERSTANDING – BUILDING SPACE
ALLOCATION FOR THE OAKLAND COUNTY GANGS AND V IOLENT CRIMES TASK FORCE
The Sheriff’s Office is seeking approval of an agreement with the County for office space for the
Gangs and Violent Crimes Task Force. The current space at the Pontiac substation occupied five
people when the Task Force was started. The current number of occupants is up to 14 and the
department has outgrown the space. The Pontiac location needs HVAC and windows, does not
meet the FBI security requirements and also has separate offices on the same floor.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

4. SHERIFF’S OFFICE – CREATION OF POSITION S FOR BUILDING SECURITY – PHASE
III
The Sheriff’s Office is requesting approval to create six positions for Phase III of building security.
The security assessment performed showed that additional police protection was needed on
campus. The addition of the Crisis Center to the campus has put a strain on the officers and some
deputies have been injured. Currently the campus has no law enforcement patrol on the weekends;
however, the addition of the officers for campus security will be in place 24 hours a day, seven days
a week. The total of six positions needed includes three new positions and the restoration of three
positons due to past budget cuts .
Jackson moved to recommend approval of the attached suggested resolution. Supported
by Spisz.

5. SHERIFF’S OFFICE – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT
SERVICES FOR THE OAKLAND COUNTY PARKS AND RECREATION COMMISSION 2016
The Sheriff’s Office is seeking authorization to reclassify one Deputy II to a Lieutenant position at
the Parks. This change will allow for proper supervision over shifts.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Scott.

OTHER BUSINESS/ADJOURNMENT
Undersheriff McCabe updated the Committee regarding the recent Novi jewelry theft incident . An
arrest was made when the suspect from Detroit turned himself in , but then tried to escape.
No arrests were reporte d in connection with the Woodward Dream Cruise week. A fatal incident
occurred in Pontiac at Huron and Woodward. Undersheriff McCabe explained th at the car accident
followed the Friday night road kill drag races and the wife of an Ohio man was killed . The weather
over the weekend played a factor in reduced cruising and an early shutdown.
There being no further business to come before the Committee, the meeting was adjourned at
11:21 a.m.
