Supported by Jackson. Motion carried on a voice vote. PUBLIC COMMENT Ms. Pam Sordyl updated the Committee regarding the kennel that she spoke about in March 2013. Information about animal hoarding was made available to the Committee members. Chairperson Dwyer commented that the Farmington Hills Police Department and Zoning Department are working with the Oakland County Animal Contro l in this situation. Ms. Karen Irwin distributed a handout titled “Fleas” and made a brief comment about the kennel issue. Mr. Newman reported on the steps that the Animal Control Division has taken in this matter. The licensed kennel has reduced the nu mber of dogs to under 30 and is held to state regulations. AGENDA ITEMS 1. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF LYON 2016 The Sheriff’s Office is seeking authorization to amend the agreement with Lyon Township to create one Patrol Investigator position. The school liaison position will be restored from the cutbacks due to the 2008 economic downturn . Lyon Township is currently the fastest growing community in Michigan. Scott moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. 2. ANIMAL SHELTER AND PET ADOPTION CENTER – BISSELL EMPTY THE SHELTERS GRANT ACCEPTANCE The Animal Control Division is requesting acceptance of the grant award from the Bissell Pet Foundation to help “Empty the Shelters.” The pet adoption event has participants statewide and Oakland County’s event is scheduled for October 22, 2016 . The funding from Bissell will cover the pet adoption fees at this event. Spisz moved to recommend approval of the attached suggested resolution. Supported by Kowall. Motion carried unanimously on a roll call vote. PUBLIC SERVICES COMMITTEE Page 3 September 13, 2016 3. FRIEND OF THE COURT – FY 2017 – FY 2021 COOPERATIVE REIMBURSEMENT PROGRAM (CRP) GRANT ACCEPTANCE The Friend of the Court is requesting acceptance of the 2017 -2021 Cooperative Reimbursement Program (CRP) Grant from the State of Michigan . The five -year contract provides funding for two- thirds of the child support operations at the Friend of the Court. The total amount of the grant is $56 million and is disbursed over the five -year period, beginning with $15 million the first year and increasing each year after. Spisz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote . 4. PROSECUTING ATTORNEY – FY 2017 – FY 2021 COOPERATIVE REIMBURSEMENT PROGRAM (CRP) GRANT ACCEPTANCE The Prosecuting Attorney is seeking acceptance of the 2017 -2021 Cooperative Reimbursement Program (CRP) Grant from the State of Michigan. The five -year contract helps fund the establishment of child support orders and paternity. The total amount of the grant is approximately $10.5 million. Jackson moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. COMMUNICATIONS A. Sheriff’s Office – FY 2017 Secondary Road Patrol and Traffic Accident Prevention Program Grant Application Kowall moved to receive and file the Communications. Supported by Spisz. Motion carried on a voice vote.
