APPROVAL OF THE PREVIOUS MINUTES Middleton moved approval of the previous minutes of September 14, 2016, as printed. Supported by Zack. Motion carried on a voice vote. APPROVAL OF THE AGENDA Kochenderfer moved approval of the Agenda , as presented . Supported by Weipert. Motion carried on a voice vote. AGENDA ITEMS 1. MR #16264 - SHERIFF’S OFFICE - AGREEMENT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE C HARTER TOWNSHIP OF LYON 2016 The Sheriff’s Office is requesting approval of an amendment to the Law Enforcement Agreement between the Oakland County Sheriff’s Office and the Township of Lyon to create one General Fund/General Purpose (GF/GP), Full -Time Eligible (FTE) Deputy II position. The school district asked that this position be added back to the high school. Weipert moved to report to recommend approval of the attached suggested Resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Spisz and Bowman absent . 2. HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2017 AND FISCAL YEAR 2018 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY PROSECUTOR’S INVESTIGATORS ASSOCIATION The Human Resources Department is seeking approval of the proposed Collective Bargaining Agreement between Oakland County and the Oakland County Prosecutor’s Investigator’s Association for the period of October 1, 2016 through September 30, 2018. The contract covers approxima tely nine prosecutor investigators. It has been agreed upon for a 2% wage increase for Fiscal Year (FY) 2017 and a 2% wage increase or “Me Too” with the general, non -represented employees if a greater increase were approved for FY2018. Also been agreed upo n is a “Me Too” regarding employee healthcare and retirement benefits, as well as acceptance of increasing the Deferred Compensation match from $300 to $500. This agreement provides for the adoption of the updated Emergency Manager language. Ms. Kramer explained that these contracts are essentially a boiler plate, with minor adjustments made to fit each one in particularly. Zack moved to recommend approval of the attached suggested Resolution. Supported by Weipert. Motion carried unanimously on a roll call vote with Spisz and Bowman absent . Kochenderfer moved to directly refer the resolution to the Financ e Committee. Supported by Weipert. Motion to refer carried on a voice vote. 3. HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2017 AND FISCAL YEAR 2018 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE GOVERNMENT EMPLOYEES LABOR COUNCIL (GELC) The Human Resources Department is seeking approval of the proposed Collective Bargaining Agreement between Oakland County and the Government Employees Labor Council (GELC) for the period of October 1, 2016 through September 30, 2018. The contract covers approximately 135 employees in HUMAN RESOURCES COMMITTEE Page 3 September 28, 2016 multiple classifications. It has been agreed upon for a 2% wage increase for FY2017 , with an exception to the Youth Specialist I and Youth Specialist II, as they have had a new salary range established. For FY2018, a 2% wage increase or “Me Too” with the general, non -represented employees if a greater increase were approved , has been agreed upon . Also been agreed upon is a “Me Too” regarding employee healthcare and retirement benefits, as well as acceptance of increasing the Deferred Compensation match from $300 to $500. This agreement provides for the adoption of the updated Emergency Manager language, as well as a language c hange regarding voluntary overtime . Weipert moved to recommend approval of the attached suggested Resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Spisz and Bowman absent. Weipert moved to directly refer the resolution to the Finance Committee. Supported by Middleton. Motion to refer carried on a voice vote. CONSENT AGENDA/COMMUNICATIONS A. Position Change Summary - FY2016 Middleton moved to receive and file Item A. Supported by Kochenderfer. Motion carried on a voice vote.
