AGENDA ITEMS 1. 52/3 DISTRICT COURT/DIVISION (ROCHESTER HILLS) - FY 2017 MICHIGAN DRUG COURT GRANT PROGRAM (MDCGP) - ACCEPTANCE The 52/3 District Court in Rochester Hills is requesting acceptance of $68,000 in grant monies from the State Court Administrator’s Office (SCAO), and to create one (1) Part -Time Non-Eligible (PTNE), Special Revenue (SR) funded Probation Officer I posi tion. The program has existed for more than 10 years . The court has 1,600 people on probation, but the program participation is capped at 30 people. The program is very successful and a lot of probationers would like to join ; however, there are not enough officers to man the intensity of the program. Currently there are two officers that have a regular case load and a Sobriety Court case load, so there will be altering if the numbers are able to be increased. The PTNE Probation Officer will be limited to 50 cases. The program is very intense, consists of three phases, and is two years in length. The grant requested the additional position and the State has awarded it, allowing more people to be serviced. The program is annual and the grant will be pursued ag ain the following year. The job description explains that the program is grant-funded, will expire as of September 30, 2017, and will be eliminated if the grant is not awarded again. Commissioner Zack requested the statistical data for the success rate o f the program. Mr. Henderson stated that he doesn’t know the exact numbers, but will supply the information to the Committee. Their program is looked at as the model, having the lowest recidivism rate in the State. Weipert moved to report to recommend approval of the attached suggested Resolution. Supported by Kochenderfer. Motion carried unanimously on a roll call vote with Bowman absent. 2. 52/4 DISTRICT COURT (TROY) - 2017 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The 52/4 District Court in Troy is requesting acceptance of $110,000 in grant monies from SCAO in order to increase one (1) PTNE, SR funded General Clerical position from 520 hours to 600 hours; to delete one (1) PTNE, SR funded Probation Officer I position; and to create one (1) Full-Time Eligible (FTE), SR funded Probation Officer I position. This grant process began three years ago. SCAO did an evaluation and was satisfied with the program; however, they indicated that a probation officer was needed on a full- time basis, as opposed to the part-time position currently funded. SCAO has awarded the full-time position for 2017. Ms. Palulian stated that they have 1,427 people on probation and t here are 81 people in their Drug Therapy Court, with a success rate of over 70%. CIRCUIT COURT - 2017 MICHIGAN DRUG COURT GRANT PROGRAM (JUVENILE DRUG COURT) - ACCEPTANCE The Circuit Court is requesting acceptance of $43,000 in grant monies from SCAO in order to continue one (1) FTE, General Fund/General Purpose (GF/GP) funded Youth and Family Caseworker II position; to delete one (1) FTE, SR funded Youth and Family Casework er I position; and to create one (1) FTE, GF/GP funded Youth and Family Caseworker I position . The Juvenile Drug Court has been in effect for 15 years and is run by Judge Brennan. The sessions occur on Tuesday nights, as opposed to during the day, for the purposes of the juveniles being able to go to school. The juveniles have committed delinquent acts and have been charged by the Prosecutor’s office. Caseworkers screen the juveniles after they have pled or been found guilty. They are placed on a very intense program that involves drug testing on a daily basis, and are seen or talked to daily. Currently there are 22 juveniles in the program, with a maximum of 30. In the last two years, the caseworker position was temporary , due to a separate grant that was l ost; however, this grant allows the program to keep the position permanently . Weipert moved to report to recommend approval of the attached suggested Resolution. Supported by Middleton. Motion carried unanimously on a roll call v ote with Bowman absent. 4. HUMAN RESOURCES DEPARTMENT - ADD CHRISTMAS EVE AND NEW YEAR’S EVE AS COUNTY HOLIDAYS The Human Resources Department is requesting approval to add Christmas Eve and New Year’s Eve as a County holiday, regardless of which day it falls on. In this curren t year, Christmas Eve falls on Saturday and Christmas falls on Sunday, recognizing Monday as the holiday. This resolution would allow Christmas Eve to be recognized as a holiday on the previou s Friday. Currently, the County Holiday count is at 12, except for when the Eves fall on the weekend , it is 10. The proposed change will keep t he count at 12 consistently. Middleton moved to recommend approval of the attached suggested Resolution. Supported by Weipert. Motion carried unanimously on a roll call v ote with Bowman absent. 5. HUMAN RESOURCES DEPARTMENT - CHANGE TO MERIT SYSTEM RULE 26, LEGAL HOLIDAYS The Human Resources Department is proposing a change to Merit System Rule 26 according to the addition of the above -mentioned holidays. Spisz moved to recommend approval of the attached suggested Resolution. Supported by Zack. Motion carried unanimously on a roll call v ote with Bowman absent. CONSENT AGENDA/COMMUNICATIONS A. B.
