Chairperson Long called the meeting of the General Government Committee to order at 9:01 a.m. in

REGULAR AGENDA
1. DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILDREN’S VILLAGE DIVISION
– 2016/2017 CHILD AND ADULT CARE FOOD PROGRAM GRANT ACCEPTANCE
The Children’s Village Division requests acceptance of the reimbursement grant from the Michigan
Department of Education for the Child and Adult Care Food Program . The funds are distributed to
emergency shelters, such as Mandy’s Place at Children’s Village , to be applied toward meals. The
annual food cost for Children’s Village is $780,893 and the reimbursement period is July 1, 2016,
through June 30, 2017. This year’s amount is undetermined at this time since it is dependent upon
the population which fluctuates from year to year. Last year the reimbursed amount was $72,856 .
Taub moved to recommend approval of the attached suggested resolution. Supported by
Hoffman.
Motion carried unanimously on a roll call vote with Quarles absent .
2. DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILDRE N’S VILLAGE DIVISION
– 2016/2017 NATIONAL SCHOOL LUNCH PROGRAM GRANT ACCEPT ANCE
The Children’s Village Division requests acceptance of the grant from the Michigan Department of
Education for the National School Lunch Program . This is also a reimbursement grant , similar to
the grant above. The amount reimbursed last year wa s $276,025, which is 45 percent of the total
food costs.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Hoffman.
Motion carried unanimously on a roll call vote with Quarles absent .
3. DEPARTMENT OF HEALTH AND HUMAN SERV ICES – HOMELAND SECURITY
DIVISION – 4195-DR-MI HAZARD MITIGATION GRANT PROGRAM GRANT AGREEMENT
ACCEPTANCE
The Homeland Security Division is seeking acceptance of the grant from the Federal Emergency
Management Agency. The funds are to be used to update the Hazard Mitigation Plan. The grant
amount is $115,000. The plan can be found online and bids have been requested . A brief
discussion was held.
Fleming moved to recommend approval of the attached suggested resolution. Supported by
Taub.

4. MR #16265 - BOARD OF COMMISSIONERS – SUPPORT OF SENATE BILLS 769, 770,
771 AND 772 TO COMBAT OPIOID PRESCRIPTION DRUG ABUSE IN MICHIGAN
The resolution was introduced by Commissioner Dwyer in support of Senate Bills 769, 770, 771 and
772. The two bills, 769 and 770, deal with the requirement of doctors having to check the Michigan
Automated Prescription System (MAPS) prior to prescribing medications to new patients. This
measure is proposed to deter the practice of individuals “doctor-shopping” in order to obtain
medications. The second set of bills, 771 and 772, increases penalties to physicians who falsely or
overprescribe controlled substances. Mr. Ward explained that th is legislation was a result of a
bipartisan effort from the Governor’s Prescription Abuse Task Force .
Woodward moved to report to recommend approval of the attached resolution. Supported
by Gershenson.
Woodward moved to amend the resolution as follows:
Revise the typographical error in the title of the resolution, the Senate Bill
numbers are to be sequential, 700 770 and 701 771, to read as follows, “MR
#16265 – BOARD OF COMMISSIONERS – SUPPORT OF SENATE BILLS 769,
770, 771 AND 772 TO COMBAT OPIOID PRESCRIPTION DRUG ABU SE IN
MICHIGAN.”
Supported by Gershenson.
Motion to amend carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote with Quarles absent .
COMMUNICATIONS
A. Clerk/Register of Deeds – 2017 Survey and Remonumentation Grant – Grant Application
Woodward moved to receive and file the Communication. Supported by Gershenson.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Long announced that one appointment from each of the following subcommittees
expire at the end of the year: Area Agency on Aging, Building Authority and Parks and
Recreation Commission. The individuals currently serving out their terms that expire December
31, 2016, are interested in re-applying. These items will be placed on the next meeting agenda.
There being no other business to come before the C ommittee , the meeting was adjourned at 9:56
a.m.
