SHERIFF, PROSECUTING ATTORNEY – FISCAL YEAR 2017 OAKLAND COUNTY NARCOTICS ENFORCEMENT TEAM (NET) BYRNE GRANT ACCEPTANCE The Sheriff’s Office and Prosecutor’s Office are requesting acceptance of the Byrne Memorial grant funds awarded by the Michigan State Police . The Michigan State Police is the State Administrative Agency (SAA) who determines the grant award amount. The amount for the Narcotics Enforcement Team (NET) is $134,000, which is less than in previous years. The Sheriff’s Office has requested an alternate SAA to determine future grant award s. Scott moved to recommend approval o f the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 2. SHERIFF’S OFFICE – 2016 STATE CRIMINAL ALIEN ASSISTANCE PROGRAM (SCAAP) REIMBURSEMENT GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of a federal grant for the State Criminal Alien Assistance Program. The grant is reimbursement funding from the U.S. Department of Justice, Bureau of Justice Assistance. Funds are used to reimburse officers’ salaries of those directly involved i n the care of illegal aliens who are sentenced inmates housed at the Oakland County Jail. Numerical data is utilized in a formula to determine the grant amount. Kent County receives the largest grant award. Spisz moved to recommend approval of the attac hed suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 3. SHERIFF’S OFFICE – FISCAL YEAR 2017 SECONDARY ROAD PATROL AND TRAFFIC ACCIDENT PREVENTION PROGRAM GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of the grant from the Michigan State Police. This is an annual grant from the Office of Highway Safety P lanning. The grant is $786,687, which is the same amount as last year and has never been increased. The funds are obtained through a $10 surcharge on certain traffic tickets that are written by police agencies throughout the state. In 1978 when the service began, t here were 18 deputies funded by the grant. Today there are 6 deputies, including the sergeant, that patrol the secondary roads. Scott moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. 4. SHERIFF’S OFFICE – 2016 BULLETPROOF VEST PARTNERSHIP (BVP) PROGRAM GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of the grant from the U.S. Department of Justice, Bureau of Justice Assistance Programs . The grant allows reimbursement of costs incurred by the Sheriff’s Office for the purchase of approved bullet proof vests for deputies. The grant rules PUBLIC SERVICES COMMITTEE Page 3 November 1, 2016 were recently revised setting forth that communities with a population of over 100,000 are ineligible to receive this grant funding. The County has received no award for the past three years. The current grant amount is $134.10, which funds one -third of a vest. Spisz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 5. SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD LAW ENFORCEMENT SERVICES CONTRACT RATES AND CONTRACT APPROVAL – JANUARY 1, 2017 THROUGH DECEMBER 31, 2018 The Sheriff’s Office is requesting approval of law enforcement services contract rates for the next two years. Last year the rates were approved for one year and there was a rate freeze. T he fringe benefit rate has continued to decrease due to efficient management. The contract rate period is January 1, 2017 through December 31, 2018. The rate for 2018 increases two percent and varies by position. Jackson moved to recommend approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote. 6. SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD LAW ENFORCEMENT SERVICES CONTRACT OVERTIME RATES – JANUARY 1, 2017 THROUGH DECEMBER 31, 2018 The Sheriff’s Office is requesting approval of law enforcement services contract overtime rates for the next two years. The overtime rate ties into the rates established for January 1, 2017 through December 31, 2018, in the previous item. The overtime rate pertains to the law enforcement services contracted for special events, such as for DTE, Meadowbrook and the Renaissance Festival. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. 7. SHERIFF’S OFFICE – ESTABLISHMENT OF JAIL BOARDING FEES – JANUARY 1, 2017 THROUGH DECEMBER 31, 2018 The Sheriff’s Office is requesting authorization to establish the jail boarding fees. The established rates are charged to entities outside of Oakland County that use the jail. Mr. Cunningham explained the history that goes back over 30 years, when municipalities were charged to house local citizens in the County Jail. Kowall moved to recommend approval of the attached suggest ed resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. PUBLIC SERVICES COMMITTEE Page 4 November 1, 2016 OTHER BUSINESS Undersheriff McCabe updated the Committee regarding department staffing issues currently being negotiated with the Executive Office. COMMUNICATIONS A. Public Services Department - Veterans’ Services Division – FY 2017 County Incentive Michigan Veteran Affairs Agency Grant B. Friend of the Court – FY2017 Access and Visitation Grant - Application McGillivray moved to receive and file the Communication s. Supported by Jackson. Motion carried on a voice vote.
