Chairperson Long called the meeting of the General Government Committee to order at 9:31 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

REGULAR AGENDA
1. CLERK/REGISTER OF DEEDS – 2017 SURVEY AND REMONUMENTATION GRANT
ACCEPTANCE
The Clerk/Register of Deeds is reque sting acceptance of the continuation grant from the Michigan
Department of Licensing and Regulatory Affairs. The grant award is $361,530 for the grant period
of January 1, 2017 through December 31, 2017 . The remonumenting of corners will be finished up
in 2021, at which time the project will be placed into maintenance mode. A licensed land surveyor
is contracted to research the corners and the information is brought back to determine whether the
point is correct or if additional research is required. Th e corners were originally set in the 1800s.
Those corners are re-established as close to the original as possible.
Fleming moved to report to recommend approval of the attached suggested resolution.

2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION –
AMENDMENT #3 OF THE INTERLOCAL AGREEMENT BETWEEN THE COUNTY OF
OAKLAND AND THE OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY FOR
SUICIDE PREVENTION SERV ICES
The Health Division is requesting approval of amending the interlocal agreement between Oakland
County and Oakland County Community Mental Health Authority (OCCMHA). Th e funding has
been reduced due to OCCMHA taking on some of the Health Division’s responsibilities. The grant
funds will cover all of the Health Division work plans currently in place and funding of a staff
member. Plan strategies include reduction of the stigma regarding mental health and to increase
awareness of and coordination of community resources for the targeted population .
Taub moved to recommend approval of the attached suggested resolution. Supported by
Quarles.
Motion carried unanimously on a roll call vote with Gershenson absent.
3. DEPARTMENT OF HEALTH AND HUMAN SERVI CES/HEALTH DIVISION – OAKLAND
SCHOOLS, HOME VISITATION GRANT ACCEPTANCE
The Health Division is seeking acceptance of the Home Visitation grant from the Michigan
Department of Education. Oakland Schools has been awarded the five-year grant. The plan is to
utilize the funds for the Nurse Family Partnership Program activities . A statewide assessment was
conducted on home visits for first-time mothers, which is provided under the community nursing
program. Pontiac is currently covered under this program and it will be expanded to Oak Park,
Southfield, Madison Heights and Hazel Park. As more funding becomes available, further
expansion is anticipated. Ms. Stafford will check and confirm the number of nurses in the program.
A 30 percent reduction of the in fant mortality rate was seen in Pontiac , along with other successes,
since implementing the program. Mothers commit to two years of program participation .

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL
YEAR 2016/2017 OAKLAND INTERMEDIATE SCHOOL DISTRICT, GREAT PARENTS GREAT
START GRANT ACCEPTANCE
The Health Division is requesting acceptance of the Great Parents Great Start grant. Oakland
Intermediate School District has awarded $31,500 in funding through the Great Parents Great Start
program. This is a yearly grant for the period of October 1, 201 6 through September 30, 2017. The
funds will cover the cost of educational materials and supplies that will assist in teaching techniques
to first-time parents. The parents volunteer to stay in the 16 week program. The nurses meet with
the parents on a weekly basis.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Quarles.
Motion carried unanimously on a roll call vote with Gershenson absent.
5. MR #16300 - – MEDICAL REIMBURSEMENT VOUCHER S FOR VETERANS TO LOCAL
MEDICAL FACILITIES
The resolution was introduced by Commissioner Taub regarding the voucher program for veterans.
The intent of implementing a voucher system is to reduce the wait time for veterans to make doctor
appointments. This resolution supports National Association of Counties’ efforts in this matter. A
brief discussion was held. Commissioner Hoffman suggested inviting Garth Wootten of Veterans'
Affairs to attend a meeting in the new year to address this matter and update the Committee.
Taub moved to report to recommend approval of the attached resolution. Supported by
Hoffman.
Taub moved to amend the resolution by correcting the title to include the Board of
Commissioners and deleting the first BE IT FURTHER RESOLVED paragraph as
follows:
Add to the title of the resolution as follows, “MR #16300 – BOARD OF
COMMISSIONERS – MEDICAL REIMBURSEMENT VOUCHERS FOR
VETERANS TO LOCAL MEDICAL FACILITIES.”
“BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
endorses the issuance of medical reimbursement vouc hers from local Veterans
Affairs Offices after a two week waiting period for an appointment at a Veterans
Affairs medical facility.”
Supported by Woodward.
Motion to amend carried unanimously on a roll call vote with Gershenson absent .

6. BOARD OF COMMISSIONERS – AREA AGENCY ON AGING – APPOINTMENT
Chairperson Long suggested that d ue to the passing of Jan Dolan and the upcoming expiration of
the Area Agency on Aging appointment that the Older Adult Representative vacancy would be
advertised with an expiration date of January 10, 2017. The posting will include that mileage is
reimbursed to the Older Adult Representative. Prior to the meeting in January, interviews co uld be
set up. There were no objections.
