Chairperson Weipert called the meeting to order at 9:31 a.m. in Committee Room A of the Courthouse
Auditorium Wing, County Service Center, in Pontiac, Michigan.

PUBLIC COMMENT
Ms. Williams and Mr. McRoberts expressed their continued frustration with the water issues that residents
have been experiencing during the Middlebelt Transport and Storage Tunnel Project being conducted by
the Water Resources Comm ission (WRC). Mr. Sanzica spoke on behalf of the WRC and a brief discussion
was held.
AGENDA ITEMS
1. FACILITIES MANAGEMENT/FACILITIES PLANNING & ENGINEERING - AUTHORIZATION TO
RECEIVE BIDS FOR SHERIFF’S ADMINISTRATION BUILDING CARPORT
Facilities Managemen t/Facilities Planning & Engineering is requesting authorization to receive bids for a
carport at the She riff’s Administration Building. The Sheriff’s Office made a request for a carport for their
forensic vehicle, which is associated with the Crime Lab , and dispatched to crime and injury scenes . The
carport will be located behind the Sheriff’s Administration Building, where the vehicle is currently parked.
More planning and information needs to be gathered to develop the specs in tandem with the Sheriff’s
Office. When the request was received, li mited time was available to pull together information or a budget,
so $100,000 has been earmarked in the 2017 Capital Improvement Program (CIP). This amount is thought
to be much higher than will actually be needed f or the project. The project will likely be posted on the
Michigan Inter-governmental Trade Network (MITN) System for bidding in January or February.
McGillivray moved to authorize the Purchasing Division to receive bids for Sheriff’s Administration
Building Carport. Supported by Bowman.

2. DEPARTMENT OF CENTRAL SERVICES - OAKLAND COUNTY INTERNATIONAL AIRPORT - 2016
GRANT PROGRAM ACCEPTANCE - REMOVE OBSTRUCTIONS - RUNWAY 9R PHASE 2 -
DESIGN
The Department of Central Services is requesting acceptance of $30,150 in state grant monies from the
Michigan Department of Transportation (MDOT) for the development and improvement of the Oakland
County International Airport. This is the second phase for the obstruction removal for the main instrument
runway at the airport. It is comprised of two portions: the first is a lidar study, where the area is flown over
with a special laser-reading device to give actual heights of trees in order to be specifically targeted for
removal; the second is the actual engineering plans for the removal of the trees that are penetrating or
about to penetrate the approach surface. The local share is $3,350 and is available in the Airport Fund.
Scott moved to recommend approval of the attached suggested res olution. Supported by Jackson.
Motion carried unanimously on a roll call vot e.
3. DEPARTMENT OF CENTRAL SERVICES - OAKLAND SOUTHWEST AIRPORT - 2016 GRANT
PROGRAM ACCEPTANCE - CONDUCT MASTER PLAN STUDY - AIRPORT LAYOUT PLAN
UPDATE
The Department of Central Services is requesting acceptance of $254,315 in federal and state grant
monies from MDOT for the development and improvement of the Oakland Southwest Airport. In order for
airports to be eligible for federal funding on projects, they have to have an up -to-date master plan and
airport layout plan. There are some trees that have grown up into the approaches , as well as some other
issues. The study will look at all options and aid in finding the best way to efficiently maximize the utility of
the airport. There is currently about 3,000 feet of runway, but the full length is unable to be used because of

trees growing up into approaches. In order to satisfy safe approaches, there are displaced thresholds. The
grant is comprised of $240,930 in federal monies, $13,385 in state monies, and the local share is $13,385 ,
which is available in the Airport Fund.
Crawford moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

OTHER BUSINESS/ADJOURNMENT
Commissioner McGillivray expressed his desire to receive a report from the WRC regarding the Middlebelt
Transport and Storage Tunnel Project and its related issues. Commissioner Crawford stated his desir e to
hold a Committee meeting, with Water Resources Commissioner Jim Nash present, to discuss these
matters.
McGillivray moved to request a detailed report from the Water Resources Commission to be
received no later than 12:00 p.m. on December 7, 2016, regarding the Middlebelt Transport and
Storage Tunnel Project and all related issues, a timeline for completion, cause of related issues,
and how they will be resolved; further, to hold a Planning and Building Committee meeting on
December 8, 2016, with this item to be considered after the full Board meeting. Supported by
Crawford.
Motion carried unanimously on a roll call vote.
Chairperson Weipert thank ed Commissioners Scott and Gosselin for their years of service on this
Committee.
There being no further business to come before the Commi ttee, the meeting adjourned at 10:24 a.m.
