Supported by Zack . Motion carried on a voice vote. PUBLIC COMMENT None. AGENDA ITEMS 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION - OAKLAND SCHOOLS, HOME VISITATION GRANT ACCEPTANCE The Health Division is requesting acceptance of the Home Visitation Grant in the amount of $126,106, and to create one (1 ) Special Revenue (SR), Full-Time Eligible (FTE) Public Health Nurse III position. The Michigan Department of Education awarded this grant to Oakland Schools, who intends to sub-award it to Oakland County. Great Start Collaborative did an assessment to determine how they may improve school readiness and identified Nurse Family Partnership as an evidence -based model that is utilized for infant mortality, child abuse prevention, and has evidence that school readiness is improved. Enough funding has been provided to expand the Nurse Family Partnership Program and to fund the Public Health Nurse III position. The intention is to utilize this nurse to do Nurse Family Pr ogram activities in the southern portion of the County, such as Oak Park, Southfield, Madison H eights, and Hazel Park. This will hopefully open the door to be able to con tinue to expand into other high -risk areas. Zack moved to report to recommend approval of the attached suggested Resolution. Supported by Spisz. Motion carried unanimously on a roll call vote with Kochenderfer absent. 2. HUMAN RESOURCES DEPARTMENT - EXTENSION OF MERIT SYSTEM CERTIFIED ELIGIBILITY LIST The Human Resources Department is seeking approval for an extension of th e Merit System Eligibility List. Certified eligible lists are in effect for six months. This request is to extend eligibility of 27 classifications for an additional six months. Middleton moved approval of the attached Extension of Merit System Eligibility Lists. Supported by Spisz. Motion carried on a voice vote. 3. HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PLAN 1ST QUARTERLY REPORT The Human Resources Department is requesting authorization for implementation of the Salary Administration Plan 1st Quarterly Report for Fiscal Year (FY) 2017. This quarterly report affects three (3) classifications, with a total of five (5) positions. The Victim Advocate Classification salary grade change is being requested to be added at this time because the study concluded sooner than w as expected. Spisz moved to amend the Resolution to add the second Be It Further Resolved paragraph: “BE IT FURTHER RESOLVED to increase the total points and salary grade of the following classification: Classification From Grade Points To Grade Points Victim Advocate 8 300 10 340” Supported by Middleton. Motion to amend carried on a voice vote. Main motion, as amended, carried on a roll call vote with Kochenderfer absent. Weipert moved to directly refer the resolution to the Finance Committee. Supported by Spisz . Motion to refer carried on a voice vote. 4. HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2017 - FISCAL YEAR 2018 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY DEPUTY SHERIFF’S ASSOCIATION (OCDSA) - LAW ENFORCEMENT UNIT The Human Resources Department is requesting approval of the Collective Bargaining Agreement between Oakland County, the Sheriff’s Office, and the Oakland County Deputy Sheriff’s Association - Law Enforcement Unit from October 1, 2016 through September 30, 2018. There are approximately 417 employees within this bargaining unit. T he wages for Dispatch Specialist and Dispatch Shift Leader are outlined in the summary, and all other members will receive a 2% increase for FY2017, and a 2% increase with a “Me Too” in FY2018 if a greater increase is received by general, non -represented employees. Hours allowed to be placed into the compensatory time bank hav e increased from 48 to 56. On-Call pay has been added for the K-9 Unit, Accident Reconstruction Unit, and Arson Unit. Field Training Officer pay was increased to one hour per shift at one and a half times their hourly wage. Parental Leave and Annual Leave Buy Back have been added to the contract . Deferred Compensation has been increased from $300 to $1,000, effective January 1, 2017. There is not a “Me Too” for healthcare, as no major changes are foreseen. The Emergency Manager language and Seniority language have been updated. Association Leave, which allows officers of the union to attend training seminars as it relates to their positions , has been added. Spisz moved to recommend approval of the attached suggested Resolution . Supported by Weipert. Motion carried unanimously on a roll call vote with Kochenderfer absent. HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2017 - FISCAL YEAR 2018 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY DEPUTY SHERIFF’S ASSOCIATION (OCDSA) - CORRECTIONS AND COURT SERVICES UNIT The Human Resources Department is requesting approval of the Collective Bargaining A greement HUMAN RESOURCES COMMITTEE Page 4 November 30, 2016 between Oakland County, the Sheriff’s Office, and the Oakland County Deputy Sheriff’s Association - Corrections and Court Services Unit from October 1, 2016 through September 30, 2018. There are approximately 337 employees within this bargaining u nit. The wages for members will increase by 2% for FY2017, and increase by 2% with a “Me Too” in FY2018 if a greater increase is received by general, non - represented employees. Forensic Laboratory has increased the hours allowed to be placed into the compensatory time bank from 48 to 56, as well as adding On -Call pay. Corrections Training Officer pay was increased to one hour per shift at one and a half times their hourly wage. Parental Leave and Annual Leave Buy Back have been added to the contract. Deferr ed Compensation has been increased from $300 to $1,000, effective January 1, 2017. There is not a “Me Too” for healthcare, as no major changes are foreseen. The Emergency Manager language has been updated , as well as language in regards to shift preference, Holiday scheduling after Thanksgiving, and changes in the Court Services Units by combining Circuit Court Detention and Transport detail. Association Leave has been added. Spisz moved to recommend approval of the attached suggested Resolution . Supported by Bowman. HUMAN RESOURCES DEPARTMEN T - FISCAL YEAR 2017 - FISCAL YEAR 2018 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE COMMAND OFFICERS ASSOCIATION The Human Resources Department is requesting approval of the Collective Bargaining Agreement between Oakland County, the Sheriff’s Office, and the Command Officers Association from October 1, 2016 through September 30, 2018. There are approximately 115 employees within this bargaining unit. The wages for members will increase by 2% for FY2017, and also increase by 2% with a “Me Too” in FY2018 if a greater increase is received by general, non -represented employees. Lieutenants and Sergeants are allowed up to 56 hours to be placed into the compensatory time bank. Parental Leave and Annual Leave Buy Back have been added to the c ontract. Deferred Compensation has been increased from $300 to $1,000, effective January 1, 2017. Captain Weekend Duty Pay has been increased from $700 to $800. The Health Savings Account Retirement Program has been increased from $75 to $125 per pay. There is not a “Me Too” for healthcare, as no major changes are foreseen. Establishment of a random drug testing program has been added. There are changes to the grievance procedure, and language changes to promotions and jury duty. There is an update to Family Medical Leave Act (FMLA)/Leave of Absence and Personal Leave. The Emergency Manager and Seniority language has been updated, as well as language in regards to shift preference. There is a slight change regarding Physical Fitness, and the Workplace Violen ce Policy has been adopted . Spisz moved to recommend approval of the attached suggested Resolution . Supported by Zack. Motion carried unanimously on a roll call vote with Kochenderfer absent . Weipert moved to directly refer the resolution to the Finance Committee. Supported by Middleton. Motion to refer carried on a voice vote. 7. HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2017 - FISCAL YEAR 2018 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION HUMAN RESOURCES COMMITTEE Page 5 November 30, 2016 The Human Resources Department is requesting approval of the Collective Bargaining Agreement between Oakland County and the Michigan Nurse’s Association from October 1, 2016 through September 30, 2018. There are approximately 90 employees within this bargaining unit. The wages for members will increase by 2% for FY2017, and also increase by 2% with a “Me Too” in FY2018 if a greater increase is received by general, non -represented employees. There is a “Me Too” for Employee Benefits for 2017 and 2018, including healthcare and retirement. Deferred Compensation has been increased from $300 to $500, effective January 1, 2017. The Emergency Manager language has been updated. The Association Representative Release Time has been increased from six (6) hours to twelve (12) hour s, as well as an adjustment to Grievance Procedures. Zack moved to recommend approval of the attached suggested Resolution . Supported by Spisz. Motion carried unanimously on a roll call vote with Kochenderfer absent .
