Chairperson Hoffman called the meeting of the Human Resources Committee to order at 1:31 p.m.
in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

AGENDA ITEMS
1. PARKS AND RECREATION – CREATION OF WHITE LAKE OAKS AND LYON OAKS GRILL
ROOM POSITIONS
Per MR #16336, the Parks and Recreation Commission concluded their agr eement with an outside
vendor to provide concession and grill room services at White Lake Oaks and Lyon Oaks County Parks.
The Parks and Recreation Commission would like to provide beverage and food service at the White
Lake and Lyon Oaks County Parks wit h its own staff. To support that endeavor the Parks and Recreation
Commission is requesting approval of the creation of 11 part -time positions at White Lake Oaks and 11
part-time positions at Lyon Oaks. As part of the request, they are also seeking the c reation of one PR-
funded full-time eligible Assistant Parks Supervisor at Springfield Oaks. To offset the cost of these
positions, the Parks and Recreation Commission is requesting the deletion of two (2) PR-funded part-time
non-eligible 1,000 hours per y ear Parks Helper positions and one PR -funded full-time eligible Parks Crew
Chief position from Springfield Oaks.
Weipert moved to report to recommend approval of the attached s uggested Resolution.
Supported by Middleton.
Motion carried unanimously on a roll call vote with Kochenderfer absent.
2. MR #17023 – SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE CITY OF PONTIAC 2017/2018
The Sheriff’s Office is seeking approval of a contract amendment for law enforcement se rvices in the City
of Pontiac 2017/2018 to add two General Fund/General Purpose full -time eligible Deputy II positions in
the Sheriff’s Office, Patrol Services Division. One four-wheel drive marked vehicle with mobile radio, prep
radio, mobile data computer and video camera will be added to the County fleet to satisfy the
requirements of the amendment to this contract. This will bring the number of Deputies up to 79 full -time
and 12 part-time Deputies, as well as 4 clerical for the City of Pontiac contrac t. Commissioner Bowman
asked to include for the record what the roles of these new deputies will be. These Deputies will answer
primarily to Captain Miller, Sheriff’s Office, and their main duties will be to begin a six -week program,
which will be done quarterly, with the Citizens’ Academy for a community policing initiative within the City
of Pontiac, and they will be part of a Neighborhood Watch program.
Bowman moved to report to recommend approval of the attached suggested Resolution.

3. HUMAN RESOURCES DEPARTMENT – EXCEPTION TO MERIT RULE 2.10.1.2 – WATER
RESOURCES COMMISSIONER DEPARTMENT
The Water Resources Commissioner’s office is requesting approval of an exception to Merit Rule 2.10.1.2
for employees to receive overtime only after working in excess of 40 hours per week, in accordance with
the employee’s regular work schedule, for certain classifications within the Water Resources
Commissioner Pontiac Wastewater Treatment Plant. Currently, after a regularly scheduled work day, 8 or
10 hour days, employees are getting paid overtime. The employees at the Pontiac Wastewater
Treatment Plant work in a 24/7 high availability environment , and staff is called upon to work outside of
their regular work schedule for maintenance, incident and project -related work. The resolution creates
four classifications that are excluded from the Salary Administration Plan, creates one classification in the
Salary Administration Plan and reclassifies 12 classifications with no change in salary, retitling them with
the designation of “POC” to reflect positions specifically for the Water Resources Commissioner Pontiac
Wastewater Treatment Plant.
Spisz moved to recommend approval of the attached suggested Resolution. Supported by
Bowman.
Motion carried unanimously on a roll call vote with Kochenderfer absent.
