Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:02 a.m.
in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

REGULAR AGENDA
1. ANIMAL CONTROL AND PET ADOPTION CENTER – BISSELL EMPTY THE SHELTERS
GRANT APPLICATION/ACCEPTANCE
The Animal Control Division is requesting acceptance of the grant award from the Bissell Pet
Foundation to help “Empty the Shelters.” The pet adoption event has participant s statewide and
plans are in place to continue the endeavor to partner with Bissell . The funding from Bissell covers
the pet adoption fees at this event. Last fall’s event was successful with the adoption of 30 dogs
and another 8 rescue dogs, plus 32 cats. Bissell’s previous award reimbursement was $6,110, with
no cost to the County.
Mr. Gatt updated the Committee on the monthly report, which shows that the release rate on dogs
is at 90%. The new animal shelter building is twice the size of the old facility and construction is
moving along. The Committee members were invited to walk through the building to see the
progress. The soft opening is scheduled for August and the grand opening will be held after that.

2. SHERIFF’S OFFICE – 2017 MICHIGAN MEDICAL MARIHUANA OPERATION AND
OVERSIGHT GRANT - ACCEPTANCE
The Sheriff’s Office is seeking acceptance of a grant from the Michigan Department of Licensing
and Regulatory Affairs Bureau of Professional Licensing. The total amount of the award was
$342,189, which is within $20,000 of last year’s award . The grant period is from January 2, 2017
through September 15, 2017. All marihuana investigations will be covered under the grant. The
funds will be used to reimburse the Narcotics Enforcement Team (NET) for overtime costs and
equipment. The current equipment is 15 years old and outdated. Grant funds will also be used to
upgrade the surveillance van and to purchase ballistic helmets for the officers.

3. SHERIFF’S OFFICE – USE OF FORFEITED FUNDS
The Sheriff’s Office is requesting approval of utilizing forfeited funds for equipment , officer training
and the creation of a part-time non -eligible deputy. This annual request is required to release
funds.

This year a part-time deputy is being added to the NET. This additional officer will free up the full-
time officers in the NET unit. An acoustical device will also be purchased with the funds to be used
in situations like a barricaded gunman. Undersheriff McCabe shared the information sheet on the
device to the Committee. The device is portable and can be mounted on the police vehicle.
Undersheriff McCabe reported that a barricaded gunman situation occurred in Auburn Hills
yesterday. The issue was re solved peacefully with the gunman ultimately surrendering. The device
can be used in those type s of situations or to disperse a crowd. The sound is so loud that it will
drive people away. Additionally the funds will be used to replace the old police motorcycles with
new ones that have an updated anti-lock braking system. The new braking system will provide
more safety to the officers operating the new motorcycles .

4. SHERIFF’S OFFICE – REMODELING AND EXPANSION OF FORENSIC LABORATORY
TOXICOLOGY UNIT
The Sheriff’s Office is seeking authorization to remodel and expand the Forensic Laboratory of the
Toxicology Unit. Construction of a sepa rate area is needed to perform the new services for blood
alcohol testing. The current toxicology tests are sent to Lansing and results take two to three-
weeks. The new equipment has been purchased and training is being done. The turnaround time
for results with the new equipment will be one to two days. The new blood work testing is
anticipated to begin in the fall.

5. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE TOWNSHIP OF ORION 2017/2018
The Sheriff’s Office is seeking to amend the law enforcement contract with Orion Township to add a
Patrol Investigator position. The addition of a Patrol Investigator will restore the position eliminated
at the substation in the budget cuts during the economic downturn. Previous officer levels from
2007 are being reached.

6. SHERIFF’S OFFICE – CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE CITY
OF ORCHARD LAKE VILLAGE 2017/2018
The Sheriff’s Office is requesting approval of a contract with the City of Orchard Lake to provide law
enforcement services for special events during 2017/2018. This new contract is for two years.
The contract provides for continued standard law enforcement officers and Mounted Deputy patrol
support as needed . Every year the Sheriff’s Office assists with the St. Mary’s Fair scheduled in

Tietz moved to recommend approval of the attached suggested resolution. Supported by

7. SHERIFF’S OFFICE – PAINT CREEK TRAILWAYS CONTRACT FOR LAW
ENFORCEMENT SERVICES FOR THE 2017/2018 SEASON
The Sheriff’s Office is requesting approval of the contract for law enforcement services at Paint
Creek Trailways for 2017/2018. This is a two-year contract for bike patrol and Mounted Deputies
that has been continued for many seasons.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Berman.

8. SHERIFF’S OFFICE – CONTRACT FOR AUXILI ARY DEPUTY SERVICES IN THE CITY
OF WIXOM 2017/2018
The Sheriff’s Office is seeking approval of the contract for auxiliary deputy services with Wixom.
The services of a Mounted Deputy have been requested to be continued for the annual Fourth of
July fireworks. The set overtime rates for these services during special events will be reimbursed
by the City of Wixom.
McGillivray moved to recommend approval of the attached suggested resolution. Supported

9. SHERIFF’S OFFICE – FISCAL YEAR 2017 AUTOMOBILE THEFT PREVENTION
AUTHORITY (ATPA) GRANT – SUBRECIPIENT AGREEMENT WITH THE CITY OF PONTIAC
The Sheriff’s Office is seeking approval of the Subrecipient Agreement with the City of Pontiac for
the Automobile Theft Prevention Authority grant awarded by the Michigan State Police. This is an
annual grant for automobile theft prevention. Two auto theft prevention teams exist, one in Madison
Heights and the other in the County complex. Since Pontiac contracts with the police department,
the services are required to be under a subrecipient agreement, similar to the other municipalities ’
contracts.

Grant Application
C. Letter to Board of Commissioners fro m Chairperson Dwyer regarding the Study Group
on Gun Violence dated March 7, 2017
Chairperson Dwyer read Item C of the Communications , his letter to the Board of Commissioners
which lists the members of the Study Group on Gun Violence as follows: Bill Dwyer, Michael Spisz,
Marcia Gershenson, Janet Jackson and Tom Berman. The study group dates back a few years ago
and meets to examine issues germane to gun violence pursuant to Miscellaneous Resolution
#13017.
McGillivray moved to receive and file the Communications. Supported by Jackson.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
The Study Group on Gun Violence will meet immediately following this meeting.
