PROSECUTING ATTORNEY – FISCAL YEAR 2017 CRIME VICTIMS’ RIGHTS WEEK GRANT APPLICATION/ACCEPTANCE The Prosecuting Attorney is requesting acceptance of the Crime Victims’ Rights Grant awarded by the Prosecuting Attorney s Association of Michigan and the Michigan Department of Health and Human Services to help raise awareness of Crime Victims’ Rights Week . The funding amount is $350 with no required County match. The award will be used to purchase pens and publicity items for the public to promote Crime Victims’ Rights Week. Spisz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Jackson absent. 2. SHERIFF’S OFFICE – USE OF CRIME VICTIM’S RIGHTS ACT FUNDS The Sheriff’s Office is requesting approval to utilize the Crime Victim’s Rights Act funds . Some of the funds were received from a Hazel Park racketeering case and the remainder from other smaller cases. Under the S tatute, the funds can only be used for certain purposes related to crime victims, like printed materials for the victims. Berman moved to recommend approval of the attached suggested resolution . Supported by Tietz. Motion carried unanimously on a roll cal l vote with Jackson absent. 3. SHERIFF’S OFFICE – MENTAL HEALTH DIVERSION COUNCIL – 2017 (2017-0114) GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of a grant from the Oakland County Community Mental Health Authority (OCCMHA.) This grant is a continuation of the Crisis Intervention Training (CIT) award in the amount of $17,270. The grant funds will be used to conduct CIT training for patrol deputies, dispatchers and correction s deputies. The goal of CIT is to improve interactions, increase jail diversions and increase mental health intervention in the jails. The CIT training consists of a 40- hour course. Spisz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Jackson absent. 4. SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES AT THE MICHIGAN RENAISSANCE FESTIVAL – 2017/2018 SEASON The Sheriff’s Office is seeking authoriz ation to enter into a contract for law enforcement services at the Renaissance Festival held in Groveland Township for the 2017/2018 seasons. The services provided are traffic control and inside perimeter detail. The program successfully runs on the PUBLIC SERVICES COMMITTEE Page 3 April 18, 2017 weekends during the end of summer and into fall. Officer costs are reimbursed 100 percent. This is an annual contract and services have been provided for over 20 years. Spisz moved to recommend approval of the attached suggested resolution. Supported by Tietz. Motion carried unanimously on a roll call vote with Jackson absent. 5. SHERIFF’S OFFICE – 2017 REORGANIZATION, POSITION DELETIONS AND CREATIONS The Sheriff’s Office is seeking to reorganize the department by deleting and creating positions. The Sheriff’s Office has coordinated with the Human Resources Department for a mini reorganization. The last reorganization was back in 2003 and the department has grown since then. Responsibilities have changed and some additional mandatory training has been added. The union was consulted regarding the reorganization and the County Executive has given support. The position changes are funded within the Sheriff’s Office budget. The resolution creates eight new positions, deletes eight positions and creates four new classifica tions. Undersheriff McCabe indicated that the polygraph examiner was a contract position and now they have a fully licens ed and trained staff member. Part of the savings is being used toward the reorganization. Spisz moved to recommend approval of the attached suggested resolution. Supported by Berman. Motion carried unanimously on a roll call vote with Jackson absent. OTHER BUSINESS Undersheriff McCabe informed the Committee that things have been quiet in Pontiac. The City has recently added two community service deputy positions for community outreach. The deputies have connected with faith-based organizations, churches and businesses. Undersheriff McCabe is pleased with how things are going in the department overall. COMMUNICATIONS A. Sheriff’s Office – 2017 MCOLES Law Enforcement Distribution Registration – Grant Application B. Community Corrections – FY 2017 Michigan Department of Corrections Comprehensive Corrections Plan – Amendment #2 within 15% of Original Agreement C. 52/1 District Court – FY 2017 Michigan Drug Court Grant Program (MDCGP) – Amendment within 15% of Original Agreement Berman moved to receive and file the Communications. Supported by McGillivray. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT The Study Group on Gun Violence will meet immediately following this meeting.
