Chairperson Hoffman called the meeting of the Human Resources Committee to order at 1:30 p.m.
in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

AGENDA ITEMS
1. PARKS & RECREATION – AMENDMENT TO GRILL ROOM STAFFING
Previously the Board of Commissioners had adopted MR #17036 that created Grill Room operations
staffing at White Lake and Lyon Oaks County Parks. However , there was an omission in MR #17036 that
did not reflect the creation of two positions and additional hours for four positions, which is included in the
budget. This resolution approves the creation of one (1) Seas onal Program Specialist each at White
Lake and Lyon Oaks County Parks. In addition, the resolution adds 500 hours to the Second Cook and
Parks Helper positions at each of the two County Parks.
Spisz moved to report to recommend approval of the attached suggested resolution. Supported
by Zack.
Motion carried unanimously on a roll call vote.
2. HUMAN RESOURCES DEPARTMENT – AMENDMENT OF SECTION 34 OF THE DEFINED
BENEFIT PENSION PLAN CONCERNING REDETERMINED AMOUNTS FOR 2017
The Provisions in Section 34 o f the Defined Benefit Plan allows for certain Post Retirement Benefit
increases through the “redetermined amount.” Every year in May Human Resources Committee staff
reviews the retiree pensions and performs a calculation that takes into account the timefra me for which
the employee retired and the current Consumer Price Index (CPI). Typically, the majority of retirees
receive a 1 1/2 percent increase. This year it was determined that there is a group of 33 retirees (retired
in the time period of January 1, 2012 through May 1, 2012) that would receive a decrease in their
benefits . To make a provision for these retirees’ benefits to remain the same for FY 2017, t he Human
Resources Department is requesting approval of a resolution to modify Section 34 of the D efined Benefit
Plan by adding the following language:
“34.7 – 2017 Suspension of Application of Redetermination Amount”
Effective May 1, 2017, the first sentence of the last full paragraph of Section 34 shall be amended
to read as follows: The redeterm ined amount calculated for 2017 shall not be less than the
redetermined amount calculated for 2016. This amendment shall be void and shall have no
further force and effect as of April 30, 2018.”
Middleton moved approval of the attached suggested resolut ion. Supported by Bowman.
Motion carried unanimously on a roll call vote.
3. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 2 ND QUARTERLY
REPORT FOR FY2017
The Human Resources Department is requesting authorization for implementation of the Sala ry
Administration Plan 2nd Quarterly Report for FY2017. There are seven (7) classifications with an increase
in salary grade, one (1) classification with a change in points with no change in salary, the creation of two
(2) new classifications and two (2) positions that will be reclassified. A revised resolution was provided
that deleted the word “laterally” in the last BE IT FURTHER RESOLVED paragraph . Part III Summary
Page, Salaries Increase Summary section , was revised with corrected dollar amounts, re flecting a total
Fiscal Year Increase of $41,840 for General Fund/General Purpose and $8,943 for PR/SR . Part IV
Human Resources Department Recommendations was revised to reflect $1,919 in PR/SR Funds for the
WRC Community Liaison position and $1,521 in PR /SR Funds for the Airport Maintenance Mechanic III
position.

OTHER BUSINESS/ADJOURNMENT
Ms. Kramer indicated that they are currently interv iewing consultants to conduct the salary study of all
County classifications. They will continue to keep the Commissioners updated on the status of this study.
There being no other business to come before the Committee, the meeting was adjourned at 1:40 p.m.
