Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:00 a.m.
in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

REGULAR AGENDA
1. SHERIFF’S OFFICE – DONATION ACCEPTANCE OF FIRST RESPONDER KITS
The Sheriff’s Office is requesting acceptance of donated first responder kits. The kits are from
Operation Great Attitude, a 501 (c)(3) company. The donation valuation is approximately $37,500 to
$45,000. Undersheriff McCabe briefly discussed cyber secur ity coverage on campus.
Jackson moved to recommend approval of the attached suggested resolution. Supported
by McGillivray.
Motion carried unanimously on a roll call vote .
2. CIRCUIT COURT – POSITION CREATIONS AND POSITION RECLASSIFICATION
The Circuit Court is seeking authorization to create and reclassify staff positions. The department
reorganization is necessary in the Family Division due to changes in the court rules . The changes
consist of increased attorney fees for specific hearings when requ ested and for adoptions, along
with other miscellaneous changes. A new statute regarding c ompetency for juveniles has added a
burden on the department. An increased number of Personal Protection Orders has led to the
request for a visiting judge to help handle the caseload. Additionally a full-time and part-time clerk
have been requested for the visiting judge, as well as a new order clerk . The clerks type up all of
the juvenile orders. The position reclassification will add a chief position of the psychological clinic
in the Family Division. Prior to the budget cuts, the division staff had six to seven doctors and a
chief. The chief was cut and is now being added back in to fill the supervisory role. Mr. Bilson
briefly described the Probate Court and Circuit Court and provided an example of how sometimes
court cases may overlap.
Berman moved to recommend approval of the attached suggested resolution. Supported by
Tietz.

3. MR #17101 – BOARD OF COMM ISSIONERS – SALE OF DECOMMISSIONED
MAGNETOMETER AND SECURITY X-RAY TO THE 43RD DISTRICT COURT – HAZEL PARK
The resolution introduced by Commissioner Zack authorizes the sale of decommissioned
magnetometer and security x-ray equipment to the 43rd District Court. The equipment will replace
the District Court’s aging security screening system. The County has 15 used security machines in
storage, most of which are old and replacement parts are not available. There may be seven
machines that could be salvage d. Captain Molinar demonstrated a wallet knife that was brought in
by a student and explained that the old system at the court, being black and white equipment, would
not have been able to detect the weapon. Th ese types of items are frequently brought in and found

on members of the public. The Hazel Park District Court seized 223 weapons this year and is one
of the busiest courts. Captain Molinar added that Corporation Counsel has prepared a waiver
regarding the used equipment. The new addition to Hazel Park security is a used machine;
however, it is much better than the current screening equipment. A new machine costs
approximately $25,000 to $30,000. Transport and machine delivery have been arranged .
Spisz moved to report to recommend approval of the attached suggested resolution.
