Supported by Weipert. Motion carried on a voice vote. PUBLIC COMMENT Jordie Kramer, Director, Human Resources, introduced Silvia Frank as the new Retirement Administrator. AGENDA ITEMS 1. MR #17212 - SHERIFF’S OFFICE – DELETION OF POSITIONS FOR CAMP DEARBORN CONTRACT FOR LAW ENFORCEMENT SERVICES The City of Dearborn has contracted with the Oakland County Sheriff’s Office for many years, an d the latest three-year contract that was approved via MR #14101 has expired. Sheriff’s Office administration attempted negotiations with the City of Dearborn for a new contract, but since they could not reach a consensus on the number of staff, the City of Dearborn had decided to not renew the contract for policing services at Camp Dearborn. On July 11, 2017, the Public Services Committee approved this resolution to delete positions that were created for the expired contract. The City of Dearborn has reconsidered their decision to cancel the contract with the Sheriff’s Office and is now requesting approval of a contract with limited services from July 14, 2017 through September 4, 2017. The Sheriff’s Offic e has agreed to provide services on an overtime basis for weekends during the timeframe requested. The Sheriff’s Office is requesting an amendment to this resolution to reflect approval of a contract with the City of Dearborn for limited services . Zack moved to report to recommend that the attached suggested Resolution be amended, as follows: 1. Amend the title, as follows: IN RE: SHERIFF'S OFFICE-DELETION OF POSITIONS FOR CAMP DEARBORN CONTRACT FOR LAW ENFORCEMENT SERVICES FOR THE 2017 SEASON 2. Amend the 3 rd WHEREAS paragraph, as follows: WHEREA S the City of Dearborn initially did not request to renew the contract between the County and the City of Dearborn for Law Enforcement Patrol Services at Camp Dearborn for the 2017/2018 seasons; and 3. Delete the 4th WHEREAS paragraph. 4. Add the following as the 4th and 5th WHEREAS paragraphs: WHEREAS the City has reconsidered their decision and would like the Sheriff’s Office to provide limited services for the remainder of the 2017 season; and WHEREAS the Sheriff's Office, in conjunction with the Cit y of Dearborn, is proposing to provide services on an overtime basis on the weekends from July 14, 2017, through September 4, 2017; and 5. Amend the original 5th WHEREAS paragraph as the 6 th WHEREAS, as follows: HUMAN RESOURCES COMMITTEE Page 3 August 2, 2017 WHEREAS due to the reduced service level , the Sheriff's Office is proposing to delete the following ten (10) GF/GP part-time non-eligible (PTNE) Court/Park Deputies (Position # 4030616 -07157, 07158, 07159, 07160, 07161, 07162, 07163, 07164, 07165, and 07166) related to the contract .; and 6. Add the following as the 7th and 8th WHEREAS paragraphs: WHEREAS M.R. #16316 established the overtime rates for the 2017 calendar year; and WHEREAS the contract and rates for 2017 season have been through the Executive review process. ; and 7. Amend the NOW THEREFORE BE IT RESOLVED paragraph, as follows: NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners recognizes the cancellation or expiration of the Law Enforcement Agreement with the City of Dearborn authorizes the Chairperson of the Board and the Oakland County Sheriff to enter into the attached agreement with the City of Dearborn for the purpose of Law Enforcement Patrol Service at the overtime rates included in the attached contract. Supported by Middleton. Motion carried unanimously on a roll call vote. 2. SALARY & BENEFIT RECOMMENDATION PACKAGE FOR FY 2018 – FY 2020 The Proposed Report recommends salary adjustments ; the creation of 4 new full -time classifications (Chief WRC Asset Management, Children’s Village Re -entry Specialist, Employee & Labor Relations Specialist I, Fiscal Services Grant Compliance Administrator ); 1 part-time position (Head Lifeguard); reclassifying of 6 positions (Chief Health Division Medical Services to Medical Director ; Chief-PH Clinical & Special Programs to Chief Public Health Special Programs ; Chief Public Health Field Nursing to Chief Public Health Community Nursing ; Employee & Labor Relations Specialist to Employee & Labor Relations Specialist II ; Senior Employee & Labor Relations Specialist t o Employee & Labor Relations Specialist III, and Summer Clerical to Summer Business Clerk ); and the deletion of 10 positions (Business Manager Sheriff Department; Chief Emergency Management Operations, Inmate Casework Supervisor, Jury Board Member, Medical Billing Specialist, Nursing Supervisor, Right of Way Technician, Sheriff Legal Information Clerk, Sheriff State and Federal Coordinator, Telestaff Systems Coordinator ). In addition, the report recommends that the salaries of 3 classifications be incre ased (Marine Mechanic, from $19.9005/hr. to $26.5272/hr.; Chief Health Division Medical Services’ annual salary from $162,002/yr. to $173,342/yr.; and Lifeguard from $11.5682 /hr. Base to $12.4368/hr. One Year). The Report further recommends an increase of the current salary ranges for salary grades 1 -21 with a 3% salary adjustment for Fiscal Year 2018 and a recommendation of 3% increase in salary ranges f or all remaining classifications not represented by bargaining u nits, which includes appointed officials, classes designated as exceptions to salary grades 1 -21, part-time and hourly classes, students and summer and season classes. However, this excludes Circuit, Probate and District Court Judges who are currently at the maximum rate allowed; Oakland County Road Commission members; and Board of Commissioners whose salaries were addressed in Miscellaneous Resolution #16260. Spisz moved to report to the Finance Committee and the Board the Fiscal Year 2018 Salary Recommendations. Supported by Middleton. Spisz moved to amend Paragraph #3, as follows: “Provide a 3% salary adjustment to the County Executive, Prosecuting Attorney, County Clerk/Register of Deeds, Water Resources Commissioner, Sheriff, and County Treasurer effective September 30, 2017.” Supported by Weipert. Motion carried unanimously on a roll call vote. HUMAN RESOURCES COMMITTEE Page 4 August 2, 2017 Spisz moved to amend Appendix 6B, Road Commission Classifications, by changing the Road Commission Chairperson annual salary from $15,000 to $17,000 and to change the Road Commission member annual salary from $13,000 to $15,000 . Spisz moved to add the following language as Paragraph #10 of the report: 10. Increase the annual salary of the Board of Road Commi ssioners of the Road Commission for Oakland County to $17,000 for the Chairperson and $15,000 for members. Supported by Weipert. Main motion, as amended, carried on a roll call vote with Bowman and Zack voting no. COMMUNICATIONS A. B.
