Vice Chairperson Fleming called the meeting of the General Government Committee to order at 9:32 a.m.
in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

1. MR #17233 - BOARD OF COMMISSIONERS - DESIGNATING SEPTEMBER 11 - 17, 2017 AS
MICHIGAN PATRIOT WEEK IN OAKLAND COUNTY
The resolution being presented by Commissioner Hoffman seeks to designate September 11 -17, 2017, as
Patriot Week in Oakland County. Judge Warren and his daughter created Patriot Week. The events for the
week are listed online.
Taub moved to report to recommend approval of the attached suggested resolution . Supported by
Kowall.
Motion carried unanimously on a roll call vote with Long absent .
2. DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILDREN’S VILLAGE DIVISION -
INTERLOCAL AGREEMENT BETWEEN OAKLAND COUNTY AND THE MICHIGAN DEPARTMENT
OF HEALTH AND HUMAN SERVICES FOR THE PROVISION OF SHELTER RESIDENTIAL FOSTER
CARE - AMENDMENT #1
Health and Human Services Department is seeking approval to am end the interlocal agreement between
Oakland County and the Michigan Department of Health and Human Services. The agreement will be
extended one year through September 30, 2018 . The agreement terms remain the same. The shelter care
services for abused and neglected children are provided by Mandy’s Place, which is licensed for 18
children . An exception to exceed beyond that number can be reques ted. A brief discussion was held. This
item was an Automatic Direct Referral to the Finance Committee.
Hoffman moved to recommend approval of the attached suggested resolution . Supported by
Gershenson.
Motion carried unanimously on a roll call vote with Long absent .
3. BOARD OF COMMISSIONERS - REMAINDER OF 2017 APPOINTMENTS MEMO
The upcoming appointments to be made in October are as follows : Solid Waste Planning Committee,
Michigan Department of Human Services and Canvassing Board. Appointments for the Building Authority
and Parks and Recreation are up at the end of the year.
Commissioner Hoffman stated that the Solid Waste Pl anning Committee has been well-attended; however,
has not had a meeting in a couple years. At least one seat on the Solid Waste Planning Committee,
previously held by Anne Vaara, will be vacant. A recommendation will be sought for her replacement and
the remainder of the members will be contacted regarding their reappointment. The Michigan Department
of Human Services has one seat with an expiring term. Commissioner Quarles commen ted that the
member, Sherrie Ross, is very active and attend s the meetings. Ms. Ross will be contacted regarding her
reappointment. The Canvassing Board appointments will be confirmed next month . The Republican Party
has submitted their nominees. Commissioner Woodward has spoken with the Democratic Party
chairperson and reported that their nominations are expected soon.
The Building Authority member’s term expires on December 31, 2017. Dennis King, who currently holds the
position, will be contacted concerning his reappointment. The Parks and Recreation Commission
appointments were discussed. Two citizen seats expire at the end of the year.

Vice Chairperson Fleming suggested that the current members be contacted regarding reappointments and
their attendance records checked . This Committee can determine the next steps. Chairperson Long will be
consulted about this issue and the appointments will be addressed at the next meeting.
Commissioner Taub requested that the applicants use t heir home addresses when apply ing and all
appointees should live in Oakland County. Mr. Ward stated that the residency requirement for each
committee may be different and some committees are governed by statute.
Gershenson moved to receive and file the Remainder of 2017 Appointments Memo. Supported by
Kowall.
Motion carried on a voice vote.

OTHER BUSINESS/ADJOURNMENT
Commissioner Gershenson indicated that the Health Oakland partnership held at the Oakland County
Market was well-attended and thanked all those who helped make t he event a success.
There being no further business to come before the Committee, the meeting adjourned at 10:10 a.m.
