Chairperson Hoffman called the meeting of the Human Resources Committee to order at 1:40 p.m.
in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

1. MR #17245 – SHERIFF’S OFFICE – MEDICATION – ASSISTED TREATMENT (MAT) PROGRAM
INTERLOCAL AGREEMENT WITH OAKLAND COMMUNITY HEALTH NETWORK (OCHN) AND
REIMBURSEMENT FOR INMATE CASEWORK SPECIAL IST POSITION WORKING ON MAT
PROGRAM AND JAIL ALLIANCE WITH SUPPORT (JAWS) PROGRAM
The Sheriff’s Office is seeking approval of an interlocal agreement between the County of Oakland, t he
Oakland County Sheriff and the Oakland County Community Health Network (OCHN) to create and
provide a pilot Medication -Assisted Treatment (MAT) Program to treat certain jail inmates in the Oakland
County Jail that have an opioid use disorder. The Sheriff’s Office will identify those candidates who may
be eligible to receive MAT services, and they would be referred to the OCHN. Mr. Costello explained that
safety and security will be one of the first filters. Once the Sheriff’s Office has identified candidates, the
OCHN will interview those individuals and contact Sacred He art to conduct an evaluation to determine
eligibility. Detox medication and support services would be available for those eligible to participate in the
program.
Zack moved to report to the full Board with the recommendation that the resolution be adopte d.
Supported by Middleton.
Motion carried unanimously on a roll call vote with Kochenderfer absent.
2. HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2017 – FISCAL YEAR 2018 COLLECTIVE
BARGAINING AGREEMENT FOR THE EMPLOYEES REPRESENTED BY THE MICHIGAN
AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME)
COUNCIL 25, LOCAL 2437 (CIRCUIT COURT/FAMILY COURT EMPLOYEES)
The Human Resources Committee is requesting approval of the proposed Collective Bargaining
Agreement between the County of Oakland, the Oakland County Circuit Co urt/Family Court and the
Michigan American Federation of State, County and Municipal Employees (AFSCME), Council 25, Local
2437 for the period of October 1, 2016 through September 30, 2018. The parties have agreed to a 2%
wage increase for FY 2017 or “Me Too ” with the general non-represented employees, if a greater
increase were approved. As part of the agreement a new salary range has been established for the
Personal Protection Order Liaison classification, as follows: Bas e - $1,913.13; 1 year - $2,028.46; 2 Year
-
$2,144.01; 3 Year - $2,259.37; 4 Year - $2,374.71; 5 Year - $2,490.02.
Weipert moved approval of the attached suggested resolution. Supported by Zack.
Motion carried unanimously on a roll call vote with Koc henderfer absent.
Spisz moved to directly refer this resolution to the Finance Committee on 8/31/17. Supported by
Weipert.
Motion carried on a voice vote.

Fiscal Year 2018 Salary Recommendations - AMENDED
Chairperson Hoffman had asked for an explanation for Item D, “Fiscal Year 2018 Salary
Recommendations – AMENDED.” Ms. Kramer explained that the Human Resources Department had
received a letter from the State Court Administrator’s Office (SCAO) indicating that there was an increase
in the judge salaries to $142,378 for CY 2017 and $146,286 for CY 2018. This letter was received after
the FY 2018 Salary Recommendations were approved by the Human Resources Committee on August 2,
2017. The Human Resources Department provided copies of the FY 2018 Salary Recommendations to
reflect that Section 2, Elected Officials – Judges was amended to reflect the updated judge salaries .
Spisz moved to receive and file the items on Communications. Supported by Middleton.
Motion carried on a voice vote.
