Supported by Weipert. Motion carried on a voice vote. APPROVAL OF THE AGENDA Kochenderfer moved approval of the Agenda , as amended. Supported by Zack. Motion carried on a voice vote. HUMAN RESOURCES DEPARTMENT – AUTHORITY TO APPROVE OPTIONAL SUPPLEMENTARY INCENTIVE FOR DIFFICULT TO RECRUIT POS ITIONS Ms. Kramer explained that at a previous Human Resources Committee meeting it was suggested by the Commissioners for the Human Resources Department to bring forth a resolution that would give them flexibility to use the optional supplementary incentive when needed, as opposed to requesting Board of Commissioners’ approval for each circumstance. The resolution reflects that the Human Resources and the Management & Budget departments are authorized to collectively approve the optional supplementary incentive to allow for a faster acceptance for difficult -to-recruit positions. The incentive would be used for difficult-to-recruit, highly-technical, specific skillset positions. It would be for one payment, not to exceed 5% of the maximum salary or $5,00 0. The incentive could be used provided Fiscal Services verified that funds are available, and an agreement was signed by the candidate agreeing to pay back the bonus if they leave within one year of employment. The Human Resources Department will report back to the Human Resources Committee at the end of each year with information detailing any of the incentives that they have approved throughout the year. Weipert moved approval of the attached suggested resolution . Supported by Zack. Motion carried unanimously on a roll call vote with Spisz absent. 2. HUMAN RESOURCES DEPARTMENT – EXTENSION OF MERIT SYSTEM CERTIFIED ELIGIBILITY LISTS Under the provisions of Section Vl-H-1 of Merit System Resolution #08119, the Human Resources Department is requesting the extension of 38 Eligibility Lists for an additional six (6) months . Weipert moved approval of the extension of the requested Eligibility Lists . Supported by Middleton. Motion carried unanimously on a roll call vote with Spisz absent. COMMUNICATIONS A. B. C. Health and Human Services – Health Division – Taking Action on Opioid and Prescription Drug Abuse in Michigan by Supporting Community Response Grant Application Position Change Summary – FY 2017 Retirement Board Minutes – July 27, 2017 Kochenderfer moved to receive and file the items on Communications. Supported by Zack. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Commissioner Zack inquired to the Human Resources Department whether credentials can be waived for positions if a potential candidate for employment does not have the necessary credentials for a job, but has experience. Ms. Kramer indicated as the qualifications are set for each job when they are created , and that Human Resources follows those qualificat ion requirements. The Human Resources Department works with the department when jobs are opened. Mr. Bertolini explained that they will meet with internal employees for individual development plans to determine what they want to do for their career, and they HUMAN RESOURCES COMMITTEE Page 3 September 28, 2017 work with them on a career path to achieve their goals. Ms. Kramer indicated that there are Analysts in the Human Resources Department that employees can meet with to see what job opportunities are available for them, and encourage employees to use tui tion reimbursement to achieve their goals.
