AGENDA ITEMS 1. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – EMERGENCY MANAGEMENT PERFORMANCE GRANT AGREEMENT FOR FISCAL YEAR 2017 ACCEPTANCE The Department of Health and Human Services/Homeland Security Division is requesting acceptance of $53,504 in grant monies from the State of Michigan Department of State Police, Emergency Management and Homeland Security Division with a 50% cost share by the County in the am ount of $53,504, totaling $107,008. These funds pay for 50% of the Homeland Security Manager’s salary and for training c ourses such as various incident managements for local first responders, active shooter trainings for police and citizen response, and re scue task force response. The funding also allows for table tops and exercises to test emergency response plans for Homeland Security to identify gaps and make recommendation s for changes to those plans. It aids in maintaining an All-Hazards Emergency Operations Plan, which has just been updated and is a monumental task for Homeland Security to go through. This amount is $947 more than last year and pays for the period of October 1, 2016 through September 30, 2017. Hoffman moved to recommend approval of t he attached suggested resolution . Supported by Fleming. Motion carried unanimously on a roll call vote. 2. DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILDREN’S VILLAGE DIVISION – CHILD AND ADULT CARE FOOD PROGRAM GRANT ACCEPTANCE The Department of Health and Human Services/Children’s Village Division is requesting acceptance of the Child and Adult Care Food Program Grant from the Office of School Support Services, Michigan Department of Education in an unknown amount for reimbursement of meals to Mandy's Plac e residents for the period of July 1, 2017 through June 30, 2018. The grant amount is unknown because it is dependent on the number of meals actually served throughout the grant period. Last year, the cost of food provisions was $821,296 and the grant reimbursed $81,665. The program is exclusively for shelter care which is for neglected and abused youth and status offenders , and provides for free breakfast, lunch and dinner. Woodward moved to recommend approval of the attached suggested resolution . Supported by Quarles. Motion carried unanimously on a roll call vote. 3. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FUNDING FOR THE AREA AGENCY ON AGING 1 -B – COMMUNITY LIVING PROGRAM SERVICES The Department of Health and Human Services/Health Divi sion is seeking approval for one-time funding in the amount of $600,000 to the Area Agency on Aging 1 -B to supplement the Community Living Program Services (CLPS) to eliminate the waitlist for Priority 0 , Oakland County residents. Currently, there are 106 Oakland County seniors that are categorized as Priority 0, which are considered to be the most vu lnerable. There are four primary services that the AAA 1 -B provides: Personal care, which is a hands -on aid coming in and helping with bathing and dressing; Ho memaking, which is light housekeeping to maintain a safe environment; Respite services, where someone is sent in for a day to give the family caregiver a break; and Personal emergency response devices, such as Life Alert buttons. Mr. McGuire stated that studies show that the people who are served under this program are five times less likely to go into a nursing home in the General Government Committee Page 3 October 2, 2017 next two years, there is a 200% reduction in the number of family caregivers who say that their responsibilities interfered with their ability to work, and that the people who come off of the waitlist have a longer lifespan. The waitlist is a continuous issue that will only grow as Oakland County’s population ages and AAA 1-B is looking ahead at other funding sources. AAA 1-B is an advocate with the Silver Key Coalition, they’ve gotten funding from the State and looked into other funding sources, and they’ve started a social impact program called SameAddress which is the ability for seniors who have income to purchase services from AAA 1-B providers. Commissioner Zack reported that the AAA 1-B Board voted to extend an offer to a new CEO and they are in the process of doing so. She stated that this person comes from the healthcare industry and has ideas about potentially seek ing revenue through other billable services. Commissioner Gershenson requested that the new CEO report to and communicate with the Board of Commissioners. Fleming moved to recommend approval of the attached suggested resolution . Supported by Quarles. Motion carried unanimously on a roll call vote. Hoffman moved to directly refer the resolution to the Finance Committee. Supported by Quarles. Motion carried on a voice vote. 4. BOARD OF COMMISSIONERS – OAKLAND COUNTY DEPARTMENT OF HEALTH AND HUMAN SERVICES AGNECY BOARD A PPOINTMENT Chairperson Long stated that Sherrie Connalisha Ross is the incumbent and is interested in reappointment. Taub moved to report to recommend reappointment of Sherrie Connalisha Ross to the Oakland County Department of Health and Human Services Agency Board for a three -year term beginning November 1, 2017 through October 31, 2020 . Supported by Quarles. Motion carried unanimously on a roll call vote. 5. BOARD OF COMMISSIONERS - SOLID WASTE PLANNING COMMITTEE APPOINTMENTS Ms. Monte stated that all but three (3) incumbents are interest ed in reappointment. Recommendations for the three (3) open seats have been received. Discussion regarding the appointments was held, including residency requirements and preferences. Fleming moved to report to recommend the following appointments to the Oakland County Solid Waste Planning Committee for a two-year term beginning October 12, 2017 through October 11, 2019: Solid Waste Industry (4) John Myers, Incumbent – Waste Management Kevin Kendall, Incumbent – Republic Services Mike Csapo, Incumbent - RRRASOC Michael Fleming – GFL Environmental USA, Inc. Motion carried on a roll call vote with Taub voting no. 6. DEPARTMENT OF HEALTH AND HUMAN SERVICES – WATER PROGRAMS PRESENTATION Ms. Forzley provided a PowerPoint presentation show ing the breadth of the programming in the Health Division that is specifically designed to protect surface and ground water in Oakland County . Within the Environmental Health Services Unit is the Land and Water Team. Th is team works to protect the water in a variety of ways through permit and monitoring programs, and notifications and postings. Ms. Forzley explained that the Health Department intends to work closely with MiCorps in hopes that that they will communicate their findings such as early warning signals and results from testing .
