Chairperson Long called the meeting of the General Government Committee to order at 9:32 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan.

AGENDA ITEMS
1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – RYAN WHITE HIV/AIDS
TREATMENT EXTENSION ACT OF 2009 INTERGOVERNMENTAL AGREEMENT BETWEEN THE
COUNTY OF OAKLAND AND THE CITY OF DETROIT
The Department of Health and Human Services/Health Division is requesting acceptance of the
Intergovernmental Agreement between the City of Detroit and Oakland County for the funding of community
agencies within Oakland County for the provision of services to persons living with HIV/AIDS. The City of
Detroit is the recipient of Ryan White Part A, HIV Emergency Relief Grant funds for the eligible metropolitan
area. Last year, about $10.2 million in the funding came into the eligible region and Oakland County
received $2,200,919. The requirement of this Intergovernmental Agreement is that Oakland County
provides maintenance-of-effort figures to help them write their grant for this funding. Approximately 15
agencies in Oakland County receive this funding for their services, such as the Oakland Livingston Human
Service Agency (OLHSA).
Taub moved to recommend approval of the attached suggested resolution . Supported by
Gershenson.
Motion carried unanimously on a roll call vote with Kowall and Kochenderfer absent .
2. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – FY 2018 PREPARING
COMMUNITIES FOR A COMPLEX COORDINATED TERRORIST ATTACK INTEGRATED
EMERGENCY MANAGEMENT COURSE (IEMC) – GRANT ACCEPTANCE
The Department of Health and Human Services/Homeland Security Division is requesting acceptance of
the Letter of Agreement between Oakland County and the Federal Emergency Management Agency
(FEMA)/Emergency Management Institute (EMI) for an Integrated Emergency Management Course
(IEMC), Preparing Communities for a Complex Coordinated Terrorist Attack. T his program will help
Homeland Security to look at their current policies and training, identify gaps, work on those gaps and test it
at the end of the 4-day course, with a significant tabletop. The course will be held at the Emergency
Management Institute in Emmitsburg, Maryland. FEMA will pay for the administration of the course,
transportation and lodging for up to 75 attendees, consisting of police, fire, EMS, hospital, emergency
management and administrative staff from all over Oakland County. Oakland County will be responsible for
purchasing a $13 0 meal ticket for each County employee. The attendees have not been chosen yet, but will
have a broad representation from across the county.
Commissioner Taub asked for an app to alert residents of natural disasters. Mr. Hardesty identified that the
county has OakAlert, where residents sign up to receive messages regarding disasters. Commissioner
Taub stated that she believes now is the time to push advertisement of OakAlert and crank radios , as the
natural disasters, such as the hurricanes and fires, are occurring and devastating areas around the country.
Hoffman moved to recommend approval of the attached suggested resolution . Supported by
Quarles.
Motion carried unanimously on a roll call vote with Kowall and Kochenderfer absent .
3. OAKLAND SCHOOLS – SAFE AND HEALTHY KIDS PROGRAM - PRESENTATION
Ms. McDaniel gave a PowerPoint presentation regarding the Oakland Schools’ Safe and Healthy Kids
Program. She explained the Maslow’s Hierarchy of Needs pyramid, consisting of five tiers of needs:
physiological, safety, belongingness and love, esteem and self-actualization. Ms. McDaniel described each
of the tiers in the pyramid, why they are important and how each tier leads to the next. She described the
core competencies of social -emotional learning, the power of community and talked about keeping kids

safe and healthy. Ms. McDaniel discussed Restorative Practices and explained that the primary focus is on
building and sustaining strong and supportive communities, with 80% of the efforts toward building and
sustaining positive relationships and 20% toward repairing relationships. She identified differences between
traditional approaches versus restorative approaches to problems and continued to explain the positive
affects these practices could have on children a nd community. Discussion was held.

OTHER BUSINESS/ADJOURNMENT
Hoffman moved that the General Government Committee, pursuant to Board Rule IX, Section H ,
waive the publication and interviewing requirements for the appointments and reappointments to the
Department of Health and Human Services Agency Board and the Oakland County Solid Waste
Planning Committee that were recommended to the Board of Commissioners a nd confirmed on
October 11, 2017 . Supported by Taub.
Motion carried on a voice vote.
Chairperson Long established the O akland County Septic System Inspections and Regulation Study Group
consisting of Commissioners Bob Hoffman , Chairman, Shelley Goodman Taub and Dave Woodward, for
the term ending December 31, 2018.
There being no further business to come before the Commi ttee, the meeting adjourned at 11:24 a.m.
