REGULAR AGENDA 1. 52/1 DISTRICT COURT (NOVI) – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Novi District Court is seeking acceptance of the Michigan Drug Court Grant Program (MDCGP) awarded by the State Court Administrative Office (SCAO). The grant amount is $100,000. The funds will help expand the Adult Drug Court program and fund a full-time Probation Officer position. The grant award will provide for program needs, such as funding for graduation supplies, participant incentives, testing supplies and conference expenses. Berman moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 2. 52/2 DISTRICT COURT/DIVISION (CLARKSTON) – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Clarkston District Court is seeking acceptance of the Michi gan Drug Court Grant Program awarded by SCAO. The grant amount is $11,000. This is the first time in several years that grant funds have been requested by this division. The monies will be used for incentives , traveling and clientele testing. Spisz moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote. 3. 52/3 DISTRICT COURT (ROCHESTER HILLS) – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Rochester Hills District Court is seeking acceptance of the Michigan Drug Court Grant Program awarded by SCAO. The grant amount is $95,000, which was increased from last year’s award of $68,000. A part-time Probation Officer position will be deleted and replaced with a full-time position for the same employee. The grant award will provide funding for participant incentives, testing supplies, counseling services and conference expenses. Spisz moved to recommend approval of the attached suggested resolution. PUBLIC SERVICES COMMITTEE Page 3 October 17, 2017 Motion carried unanimously on a roll call vote. 4. 52/4 DISTRICT COURT (TR OY) – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The Troy District Court is seeking acceptance of the Michigan Drug Court Grant Program awarded by SCAO. The grant amount is $103,000. A full-time Probation Officer and part-time clerical staff position will be continued with grant funds, as well as funding for incentives, treatment and testing. Jackson moved to recommend approval of the attached suggested resolution. Supported by Tietz. Motion carried unanimously on a roll call vote. 5. SHERIFF, PROSECUTING ATTORNEY – FISCAL YEAR 2018 OAKLAND COUNTY NARCOTICS ENFORCEMENT TEAM (NET) BYRNE GRANT ACCEPTANCE The Sheriff’s Office is requesting acceptance of the Byrne Memorial grant awarded by the Michigan State Police. The grant is named after a New York police officer who was killed in the line of duty. The State of Michigan has designated the Michigan State Police as the State Administrative Agency (SAA). The SAA determines the grant award amount and distributes funds on a per capita basis . The amount for the Narcotics Enforcement Team (NET) is $134,000, which is less than in previous years. The Sheriff’s Office has requested an alternate SAA to determ ine future grant awards. Federal cuts have impacted the grant amounts from past awards . An analysis showing a comparison of funding over the years is being prepared. Undersheriff McCabe can forward the spreadsheet to the Committee. Spisz moved to recom mend approval of the attached suggested resolution. Supported by Berman. Motion carried unanimously on a roll call vote. OTHER BUSINESS Undersheriff McCabe updated the Committee regarding the use of Narcan and opioid overdoses. Oakland County Sheriff’s Office patrol has administered 125 doses of Narcan since March of last year; 120 of which were successful in saving lives. 6. CIRCUIT COURT – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM (ADULT TREATMENT COURT) - ACCEPTANCE The Circuit Court is seeking acceptance of the Michigan Drug Court G rant for the Adult Treatment Court. The grant amount from the State Court Administrative Office (SCAO) is $247,600. Judges Jarbou and Kumar will continue to run the treatment program. Currently there are 81 participants. Tietz moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote. 7. CIRCUIT COURT – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM (JUVENILE DRUG COURT) - ACCEPTANCE PUBLIC SERVICES COMMITTEE Page 4 October 17, 2017 The Circuit Court is seeking acceptance of the Michigan Drug Court Grant for the Juvenile Drug Court. The grant award from SCAO is $49,000, which is a $6,000 increase from last year. Judge Brennan chairs the juvenile treatment program. Treatment needs have increased over the last two years. Mr. Bilson stated that one of the crimes committed is car hopping, where juveniles go from car to car checking for unlocked vehicles to steal the contents, such as loose change, electronics or cell phones left in the car . Spisz moved to recommend approval of the attached suggested resolution. Supported by Berman. Motion carried unanimously on a roll call vote. 8. CIRCUIT COURT – FY 2018 MICHIGAN MENTAL HEALTH DRUG COURT GRANT PROGRAM - ACCEPTANCE The Circuit Court is seeking acceptance of the Michigan Mental Health Drug Court Grant. The grant award from SCAO is $75,12 0. The grant funds are used to treat people with dual problems of substance abuse and mental illness. Jackson moved to recommend approval of the att ached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. COMMUNICATIONS None. OTHER BUSINESS/ADJOURNMENT Chairperson Dwyer announced that the Study Group on Gun Violence will meet immediately following this meeting.
