AGENDA ITEMS 1. 52/3 DISTRICT COURT (ROCHESTER HILLS) – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM – ACCEPTANCE The State Court Administrative Office (SCAO has awarded the 52 nd District Court, Division 3, in Rochester Hills $95,000 in grant funding with no required cash match. The period of grant funding is from October 1, 2017 through September 30, 2018. The grant funds support the continuation of the Specialty Treatment Program, which deals with increasing recidivism, increasing use of alcohol and illegal drugs, rising systems costs and jail overcrowding. T he Court is requesting to delete one part-time, non-eligible Probation Officer I position and replace it with one full-time Probation Officer I position. Weipert moved to report to the full Board with the recommendation that the resolution be adopted. Supported by Middleton. Motion carried unanimously on a roll call vote. 2. MR #17290 – CIRCUIT COURT – APPROVE CREATION OF ONE (1) ADDITIONAL CIRCUIT JUDGESHIP EFFECTIVE JANUARY 1, 2019 The State Court Administrative Office (SCAO) used a “weighted caseload formula” to determine that the judicial need in the Sixth Judicial Circuit Court’s Family Division is 7.07 judges. There are currently six (6) judges in the Family Division. The Michigan Legislature has authorized the addition of one (1) circuit court judgeship for the Sixth Judicial Circuit Court effective January 1, 2019, pursuant to MCL 600.507(3). The annual salary for judges is paid by the State of Michiga n through reimbursement to the County. The Circuit Court is committed to make budget reductions equal to the annual cost of support personnel and operating expenses for the new judge. The total annual cost of one new judge, including fringes and health care is $78,331. Information was provided to the Human Resources Committee reflecting that the estimated annual cost for the new judgeship, in cluding support staff, is approximately $364 ,000. The Circuit Court Family Division is currently utilizing a visiting judge on a part -time basis. Judge Langton indicated that if the resolution for the additional judge is approved, the visiting judge position would be eliminated. Judge Langton indicated that space is not a problem to accommodate an additional judge. Commissioner Zack expressed her wish that the 52 nd District Courts would work together with the Circuit Courts to help with caseload for t hings such as Personal Protection Orders (PPOs). Commissioner Bowman disclosed that he is intimately connected with this initiative because of his father, who serves on the Circuit Court bench. Commissio ner Bowman said that he conducted interviews with some judges to get a litmus test and determination on t he caseload. Commissioner Bowman expressed concerns about the timing of this request, given that a new Chief Judge h as not been determined yet, and therefore, an additional opportunity to investigate administrative approaches to delegate and/or mitigate cases on judges’ dockets . Judge Langton indicated that consideration for an HUMAN RESOURCES COMMITTEE Page 3 October 18, 2017 additional judge was discussed and approved by the full bench after considering the caseloads, workloads, etc. Spisz moved to report to the full Board with the recommendation that the attached suggested resolution be adopted. Supported by Bowman. Motion carried unanimously on a roll call vote. 3. CIRCUIT COURT – FY 2018 MICHIGAN DRUG COURT GRANT PROGRAM (ADULT TREATMENT COURT) – ACCEPTANCE The State Court Administrative Office (SCAO) awarded the 6th Circuit Court $397 ,600, which includes $247,600 from SCAO and $150,000 in PA 511 Community Corrections funding through the Michigan Drug Court Grant Program, for the period of October 1, 2017 through September 30, 2018. Two positions will continue to be partially-funded by the Adult Treatment Court (ATC) grant and one position will be created, which will be fully-funded by the grant. The SCAO is discontinuing the Urban Drug Court Initiative Program as of September 30, 2017; therefore, two positions currently funded by that program will sunset September 30, 2017. However, the individuals in those two positions will be combined with the Adult Treatment Program. Mr. Bilson indicated that there are about 81 participants in the drug court program. Middleton moved to report to the full Board with the recommendation that the attached suggested resolution be adopted. Supported by Spisz. Motion carried unanimously on a roll call vot e. 4. MR #17282 – COUNT Y EXECUTIVE/COMPLIANCE OFFICE AND PARKS AND RECREATION – DEDICATED AUDITING SUPPORT POSITION CREATION The resolution approves the creation of one (1) proprietary -funded (PR) part-time, non-eligible 1,000 hours per year Auditor II p osition in the Compliance Office, Auditing Unit. This individual would help assist in maintaining the audit process, the coordination of the results with the Parks and Recreation Commission and the Compliance Division , and help with the compliance thereof . Mr. Stencil indicated that the Parks and Recreation Commission has about 120 staff members at 90 different sales sites, and about $10 million in sales and receipts on an annual basis, creating the need for audits on a regular basis. Spisz moved to report to the full Board with the recommendation that the attached suggested resolution be adopted. Supported by Zack. Motion carried unanimously on a roll call vote. COMMUNICATIONS A. FY 2017 Position Change Summary B. Retirement Board Minutes – August 24, 2017 Spisz moved to receive and file the Communications. Supported by Kochenderfer.
