Chairperson Weipert called the meeting to order at 9:35 a.m. in Committee Room A of the
Courthouse Auditorium Wing, County S ervice Center, in Pontiac, Michigan.

AGENDA ITEMS
1. WATER RESOURCES COMMISSIONER – RESOLUTION TO AUTHORIZE OAKLAND
COUNTY ROYAL OAK TOWNSHIP WATER SUPPLY SYSTEM IMPROVEMENTS BONDS,
SERIES 2017
The Water Resources Commissioner is seeking authorization for the issuance of bonds for the
Royal Oak Township Water Supply System project. In a letter dated January 28, 2016 from the
Ferndale Fire Rescue, it states that during a fire the water pressure and flow was insufficient for
firefighting efforts. A follow-up test was performed on the water system, which showed low
pressure. An upgraded system uses a feed distribution s ystem to enhance water flow and
pressure. Up to $400,000 is being requested for bond approval . The State Treasury Department
may take 90 days or longer to process the loan, which would meet a time frame for spring
construction .
Dwyer moved to recommend approval of the attached suggested resolution. Supported by
Quarles.
Motion carried unanimously on a roll call vote.
McGillivray moved to directly refer the resolution to the Finance Committee. Supported
by Jackson.
Motion to refer carried on a voice v ote.
2. DEPARTMENT OF ECONOMIC DEVELOPMENT & COMMUNITY AFFAIRS – PLANNING
AND ECONOMIC DEVELOPMENT SERVICES DIVISION RESOLUTION APPROVING THE
ISSUANCE OF REFUNDING BONDS (ROCHESTER COLLEGE PROJECT) – CITY OF
ROCHESTER HILLS
The Department of Economic Dev elopment & Community Affairs is seeking approval of the
issuance of refunding bonds for the Rochester College Project in Rochester Hills. A refunding of
the current bonds from 1996 and 2001 w ould improve the overall interest rate, resu lting in
significant savings. A similar resolution was passed recently for Orchard Lake St. Mary’s School.
The refund request is initiated by the schools and the bond underwriting is done by the financial
institution. A brief discussion was held.
Crawford moved to recommend approval of the attached suggested resolution. Supported
by Berman.
Motion carried unanimously on a roll call vote.
Chairperson Weipert set a public hearing on the issuance of refunding bonds resolution for
Thursday, November 9, 2017, at 9:30 a.m.
