Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:00 a.m.
in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

2. SHERIFF’S OFFICE - 2018 PAUL COVERDELL FORENSIC SCIENCE IMPROVEMENT
GRANT PROGRAM - ACCEPTANCE
The Sheriff’s Office is requesting acceptance of the 2018 Paul Coverdell Forensic Science
Improvement Grant Program. The grant from the State of Michigan helps fund one forensic
laboratory position. The grant award this year is $26,709, which is a decrease of $2,659 from last
year.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Berman.
Motion carried unanimously on a roll call vote.
3. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF COMMERCE 2017 -2018
The Sheriff’s Office is requesting approval of Amendment #1 to the law enforcement contract with
Commerce Township. The request is to add three deputies to the Commerce Township contract.
This item is an Automatic Direct Referral to the Human Resources and Finance Committees.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Jackson.

4. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF HIGHLAND 2017-2018
The Sheriff’s Office is requesting approval of Amendment #1 to the law enforcement contract with
Highland Township. The request is to add a deputy to act as weigh master for Highland Township.
This item is an Automatic Direct Referral to the Human Resources and Finance Committees.
Tietz moved to recommend approval of the attached suggested resolution. Supported by
Berman.

5. SHERIFF’S OFFICE – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF ORION 2017-2018
The Sheriff’s Office is requesting approval of Amendment #2 to the law enforcement contract with
Orion Township. The request is to add a deputy and a technical assistant to the Orion Township
substation. This item is an Automatic Direct Referral to the Human Resources and Finance
Committees.

6. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF OXFORD 2017-2018
The Sheriff’s Office is requesting approval of Amendment #1 to the law enforcement contract with
Oxford Township. The request is to add a deputy for traffic control to the Oxford Township contract.
Mr. Cunningham explained how the patrol vehicles are assigned and funded in response to a
question by Commissioner Spisz . This item is an Automatic Direct Referral to the Human
Resources and Finance Committees.
Jackson moved to recommend approval of the attached suggested resolution. Supported
by Spisz.

7. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW E NFORCEMENT
SERVICES IN THE CITY OF ROCHESTER HILLS 2017-2018
The Sheriff’s Office is requesting approval of Amendment #1 to the law enforcement contract with
Rochester Hills. The request is to add two deputies to the Rochester Hills contract. This item is an
Automatic Direct Referral to the Human Resources and Finance Committees.

1. PUBLIC SERVICES/ANIMAL CONTROL – MODIFICATION OF RATES AND POSITIONS
The Animal Control Division is requesting modification of rates and positions. The license fees
have not been increased since 1993 . The increased fees will fund the addition of a full -time
veterinarian and a full-time vet technician , as well as a part-time veterinarian. The fee increase is
$3 for a one -year license and $6 for a three -year license, which brings the fees up to par with the
surrounding counties.
McGillivray moved to recommend approval of the attached suggested resolution. Supported

8. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIVISION –
MICHIGAN DEPARTMENT OF CORRECTIONS/OFFICE OF COMMUNITY CORRECTIONS,
COMMUNITY CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE FOR FY2018
The Community Corrections Division is seeking approval of the plan and acceptance of the State of
Michigan grant funds. The annual grant amount is $1.6 million. This grant helps fund the
community corrections programs for offenders that are on probation. A part-time clerical position
will be deleted due to the decreased grant award amount. A contract for mental health services is
being partially covered through the J ustice Assistance Grant and the general fund . Ms. Hankey
stated tha t with the help of the Finance Department, different calculations were applied to provide a
more accurate projection for next year’s expenditures so that the grant funds may match the grant
request amount more closely. In response to Commissioner Jackson’s question about halfway
houses, Ms. Hankey repli ed that there are three location s in Oakland County. Ms. Hankey briefly
explained the programs for prior offenders that includes assisting various nonprofit agencies, such
as Gleaners. For those with physical limitations, the Warm Wear program involves knitting hats for
donation to nonprofits.
