Chairperson Long called the meeting of the General Government Committee to order at 9:33 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan.

AGENDA ITEMS
1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION –
INTERLOCAL AGREEMENT BETWEEN OAKLAND COUNTY AND THE MICHIGAN DEPARTMENT
OF HEALTH AND HUMAN SERVICES FOR THE PROVISION OF SHELTER RESIDENTIAL FOSTER
CARE – AMENDMENT #2
The Department of Health and Human Services/Children’s Village Division is requesting approval of
Amendment #2 to the Interlocal Agreement between Oakland County and the Michigan Department of
Health and Human Services for shelter care services at Children’s Village (CV) for neglected and abused
children . The amendment increases the per diem rate for services from $234.16 to $359.13, effective as of
October 1, 2017. This item has completed the Automatic Direct Referral process for consideration by the
Finance Committee. Brief discussion was held.
Kowall moved to recommend approval of the attached suggested resolution . Supported by
Gershenson.
Motion carried unanimously on a roll call vote with Kochenderfer and Quarles absent .
2. DEPARTMENT OF HE ALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION –
OAKLAND COUNTY INTERLOCAL AGREEMENT BETWEEN OAKLAND COUNTY AND THE
OAKLAND COMMUNITY HEALTH NETWORK FOR PSYCHIATRIC SERVICES FOR OAKLAND
COUNTY CHILDREN’S VILLAGE
The Department of Health and Human Ser vices/Children’s Village Division is requesting approval of an
Interlocal Agreement between Oakland County and the Oakland Community Health Network (OCHN) for
psychiatric services. The agreement is in the amount of $75,000 for budget year October 1, 2017 t hrough
September 30, 2018. OCHN previously partnered with CV for psychiatric services in 2015 and 2017 ,
serving a dual population. Many of the children coming into CV hav e mental health needs , with some
already involved with OCHN core providers prior to placement at CV for criminal behaviors. CV will provide
a summary report to OCHN of the work performed by November 30, 2018.
Kowall moved to recommend approval of the attached suggested resolution . Supported by Fleming.
Motion carried unanimously on a roll call vote with Kochenderfer and Quarles absent .
3. BOARD OF COMMISSIONERS – 2018 GENERAL GOVERNMENT COMMITTEE RECOMMENDED
APPOINTMENTS MEMO
Chairperson Long requested that a list of current members for each of the upcoming appointments be
added for discussion on the next General Government Committee meeting agenda. Brief discussion was
held.
Hoffman moved to receive and file the 2018 General Government Committee Recommended
Appointments Memo. Supported by Kowall.
Motion carried on a voice vote.

OTHER BUSINESS/ADJOURNMENT
Kowall moved that the General Government Committee, pursuant to Board Rule IX, Section H ,
waive the interview requirement for the appointment of Donald Snider to the Oakland County
Building Authority that was recommended to the Board of Commissioners a nd confirmed on
December 7, 2017. Supported by Fleming.
Motion carried on a voice vote.
Chairperson Long stated that the Parks and Recreation Commission Appointments Study Group, consisting
of Commissioners Wade Fleming, Eileen Kowall and Marcia Gershenson, will conduct intervi ews beginning
at 10:30 a.m.
There being no further business to come before the Commi ttee, the meeting adjourned at 9:44 a.m.
