Chairperson Spisz called the meeting to order at 2:01 p.m. in Committee Room A of the Courthouse
Auditorium Wing, County Service Center, in Pontiac, Michigan.

PUBLIC COMMENT
Mr. Bertolini announced that a Press Release was sent out naming Dr. Tim Meyer, former
chancellor of Oakland Community College, as the new Deputy County Executive.
An update was given to the Committee regarding the Southfield DDA contract agreement for the
Northland site. The contract terms are still being worked out . Ms. Shortley explained the initial
terms that were previously agreed upon, specifically the 20 -year Tax Increment F inancing (TIF)
capture or $9 million amount, whichever occurs first. Southfield representatives are now asking for
an open-ended contract with no cap dollar amount. Co rporation Counsel is reviewing available
options and preparing a response to the DDA and its attorneys. Southfield has set a public hearing
in this matter for April, which leaves time to reach an agreement. A brief discussion was held.
Mr. Ward stated that the microphones at the table have been s et to be on and may be turned off by
pressing and holding the on/off button and that this setting is temporary.
AGENDA ITEMS
1. DEPARTMENT OF ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS - APPROVAL
OF 2018 NO HAZ INTERLOCAL AGREEMENT
The Department of Economic Development & Community Affairs is seeking approval of the 201 8
NO HAZ Interlocal Agreement between Oakland County and any municipality entering into this
agreement. The NO HAZ program began in 2003. T his year 16 communities are participating. The
participating villages are covered by the township contracts. Collection is planned for five events at
various locations. This item has completed the Automatic Direct Referral process.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Fleming.
Motion carried unanimously on a roll call vote with Quarles absent.
COMMUNICATIONS
A. Letter dated February 12, 2018 to State Treasurer from City of Southfield regarding Notice of
Hearing: City of Southfield – February 26, 2018 at 7:30 p.m., Southfield Brownfield
Development Plan for 30915 Southfield Road Gas Station Redevelopment plan
Taub moved to receive and file Communications Item A. Supported by Berman.
Motion carried on a voice vote.
