Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:00 a.m.
in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

REGULAR AGENDA
1. SHERIFF’S OFFICE – 2018 MICHIGAN MEDICAL MARIHUANA OPERATION AND
OVERSIGHT - GRANT ACCEPTANCE
The Sheriff’s Office is seeking acceptance of a grant from the Michigan Department of Licensing
and Regulatory Affairs Bureau of Medical Marihuana Regulation . This is the third year of the grant
acceptance. The total amount of the award is $364,332. The grant period is from January 1, 2018
through September 15, 2018. The revenue comes from the medical marihuana card registration
filled out by the counties. The funds will be used for a surveillance equipment upgrade for a second
helicopter and to reimburse the Narcotics Enforcement Team (NET) for overtime costs and
equipment. For clarification, Undersheriff McCabe stated that these funds wi ll not be used against
legal medical marihuana operations. Michigan has become one of the largest exporters of medical
marihuana and communities can choose to participate. Undersheriff McCabe explained that the
infrared imaging surveillance system for the helicopter uses heat imaging that can be seen on a
computer screen. The medical marihuana operation t esting oversight is done by the State of
Michigan. A brief discussion was held.
Spisz moved to recommend approval of the attached suggested resolution . Supported by
Tietz.

2. SHERIFF’S OFFICE – USE OF FORFEITED FUNDS
The Sheriff’s Office is requesting approval of utilizin g $15,000 in forfeited funds this year for
equipment and training. This request comes to the Board of Commissioners annually for release of
forfeiture funds. The funds will cover the annual SWAT training at Camp Grayling, a Can Am quad -
runner used for marine purposes and replacement of SWAT team rifles.
Berman moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote.
3. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS
AGREEMENT FOR K -9 DOG (PACO)
The Sheriff’s Office is requesting authorization to enter into an ownership transfer agreement
regarding K-9, Paco. Deputy Mike Garrison is retiring and is willing to take ownership of the eight-
year-old dog, Paco for $1. There are currently 15 dogs at the Sheriff’s Department. Undersheriff
McCabe described the different ways the dogs are used: tracking, bomb and fire accelerant/arson
detection. The shepherd breed comes from Europe and they are bred specifically for working
purposes. The dog and handler are sent to school to be trained.
Jackson moved to recommend approval of the attached suggested resolution. Supported
by Spisz.
