SHERIFF’S OFFICE – AUTHORIZATION FOR SALE OF RECOVERED AND STOLEN PROPERTY IN SPRING AUCTIO N The Sheriff’s Office is requesting authorization to dispose of the unclaimed property from recovered and stolen goods in the spring auction. This is an annual request from the Sheriff’s Office every spring and fall and is in accordance with state laws regarding abandoned and unclaimed property. Mr. Cunningham stated that the list is smaller this year due to unresolved legal issues. The law addresses the rights of cities, villages and townships , where most municipalities have Unclaimed Property divisions. Corporation Counsel and representatives from the State of Michigan are discussing how the rules apply to counties when claiming recovered and stolen property over $25. Once this matter is resolved, it is anticipated that the property list will increase. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Berman. Motion carried unanimously on a roll call vote with Spisz and Tietz absent. 2. SHERIFF’S OFFICE – FY2018 DRUG RECOGNITION EXPERT (DRE) CALL OUT REIMBURSEMENT AGREEMENT - GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of a grant from the Michigan Office of Highway Safety Planning . Officers must complete an 80 -hour Drug Recognition Expert (DRE) class in Lansing and a week of training in Arizona, as well as ongoing training , to become a DRE. Operating While Intoxicated (OWI) has become a problem and has increased within the last couple of years. There are 19 Drug Recognition Expert deputies available countywide and approximately 150 statewide. The Sheriff’s Office has three deputies that are specially trained as DRE: an officer in the Special Investigations Unit and two in the Secondary Road Patrol Unit. The DRE officers can also be called in from local communities if needed. Undersheriff McCabe stated that in the case of a suspect under the influence of narcotics who has a negative PBT reading, a police report is written and a search warrant is obtained to do a blood draw. The grant funds will be used for reimbursement of the hours related to the DRE call-out, which are generally overtime hours. A brief discussion was held. Jackson moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Spisz and Tietz absent. OTHER BUSINESS Undersheriff McCabe stated that the Sheriff’s Office was the first department in Michigan to implement the administering of Narcan and has provided this life -saving maneuver to over 150 overdose victims in the last two years. Undersheriff McCabe reported to the Committee regarding a recent fatal motorcycle accident near the 9 /11 Memorial on campus. An update was given on Deputy Hack , who is continuing treatment in Colorado for a closed-head injury, and he is progressing well with walking and talking. Sheriff’s Office – 2017 State Criminal Alien Assistance Program (SCAAP) Grant Application Jackson moved to receive and file the Communications. Supported by Berman. Motion carried on a voice vote.
