Chairperson Spisz called the meeting to order at 2:04 p.m. in Committee Room A of the Courthouse
Auditorium Wing, County Service Center, in Pontiac, Michigan.

1. DEPARTMENT OF ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS –
RESOLUTION CONFIRMING APPOINTMENT OF ADDITIONAL EDC DIRECTORS (THE
DETROIT SKATING CLUB, INC. PROJECT) – CHARTER TOWNSHIP OF BLOOMFIELD
The Department of Economic Development and Community Affairs requests confirmation of the
appointment of two additional EDC Directors for the Detroit Skating Club, Inc. Project in Bloomfield
Township. Mr. Hunter stated that Mary Langhauser was working on the resolutions for this project
prior to her retirement on April 27, 2018. Cathy Rasegan has taken her position. The Detroit
Skating Club also had a project in 2005 and 2006. These resolutions are related to the refinancing
in connection to the proposed $800,000 to $900,000 rink improvements. The 2019 U.S. National
Figure Skating Championships will be held at Little Caesars Arena and the Detroit Skating Club is
the host. The proposal is for rink renovation, which consists of tearing out the old rink and installing
new chillers and electrical systems. Two additional directors are appointed to the EDC according to
the EDC Bylaws: Dave Petoskey and Jill Slocum. Both appointees are Bloomfield Township
residents and plan to attend EDC meetings. The EDC meets three or four times a year.
Commissioner Taub requested that the blanks be filled on the resolution with the names of the
appointees, Mr. Petoskey and Ms. Slocum. There were no objections.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Bowman.
Motion carried unanimously on a roll call vote.
2. DEPARTMENT OF ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS –
RESOLUTION APPROVING PROJECT AREA AND PROJECT DISTRICT AREA (THE
DETROIT SKATING CLUB, INC. PROJECT) – CHARTER TOWNSHIP OF BLOOMFIELD
The Department of Economic Development and Community Affairs is seeking authorization to
establish the property as the project area for t he Detroit Skating Club, Inc., P roject in Bloomfield
Township. A portion of the loan for this project is being refinanced due to low interest rates.
Payments on the loan ha ve been made and the balance has been reduced. Mr. Hunter explained
that the current rate is at 5% and will be lowered to 4% or below after refinancing. A floater rate
could be used to obtain a lower rate. A brief discussion was held.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Woodward .
Motion carried unanimously on a roll call vote.
Chairperson Spisz set a Public H earing regarding the Detroit Skating Club, Inc. Project in
Bloomfield Township for the Board of Commissioners’ meeting on Wednesday, June 13, 2018, at
7:00 p.m. Comments or questions regarding this item will be considered at that time.

OTHER BUSINESS/ADJOURNMENT
Commissioner Woodward express ed an interest in inviting representatives to give a presentation on
the proposed RTA plan at the next meeting , which is June 5. Chairperson Spisz agreed and asked
that the RTA be contacted to arrange that.
Mr. Hunter commented that accomplished skaters have trained at the Detroit Skating Club. Those
mentioned were Tara Lipinski and the team of Charlie White and Meryl Davis.
There being no further business to come before the Commi ttee, the meeting adjourned at 2:16 p.m.
