Vice Chairperson Spisz called the meeting of the Public S ervices Committee to order at 11:00
a.m. in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

REGULAR AGENDA
1. SHERIFF’S OFFICE – REVISED FIRE DISPATCH SERVICE AGREEMENT WITH THE
TOWNSHIP OF GROVELAND, APRIL 1, 2018 – MARCH 31, 2021
The Sheriff’s Office is requesting approval of the revised agreement between the County and the
Township of Groveland regarding fire dispatch services. As of June 15, a new rate will go into
effect due to Groveland Township no longer contracting to provide emergency medical services to
the Village of Holly. The Sheriff’s Office uses a formula from 20 years ago that establishes a three-
year rate by multiplying the number of calls times the dollar amount. This item has completed the
Automatic Direct Referral process.
Berman moved to recommend approval of the attached suggested resolution. Supported by
Jackson.
Motion carried unanimously on a roll call vote with Dwyer absent.
2. SHERIFF’S OFFICE – FY2018 JOINT TERRORISM TASK FORCE (JTTF) - GRANT
ACCEPTANCE
The Sheriff’s Office is seeking acceptance of a grant from the Federal Bureau of Investigations.
Undersheriff McCabe stated that Sheriff Bouchard is a member of the Executive Board for the
Joint Terrorism Task Force (JTTF). The Sheriff’s Office pays the officers’ wages and the Federal
Bureau of Investigations (FBI) will reimburse costs for up to $18,042 for JTTF assignment over-
time hours.
Tietz moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote with Dwyer absent.
3. SHERIFF’S OFFICE – FY2018 VIOLENT OFFENDER TASK FORCE (VOTF) - GRANT
ACCEPTANCE
The Sheriff’s Office is seeki ng acceptance of a grant from the United States Marshals Service.
The grant funds will be used for reimbursement costs up to $53,573 for Violent Offender Task
Force (VOTF) assignment overtime hours. Undersheriff McCabe stated the VOTF deals with
fugitive apprehension, repeat violent offenders and 6th Circuit Court bench warrants. The VOTF
has been a successful task force. A brief discussion was held.
Tietz moved to recommend approval of the attached suggested resolution. Supported by
Jackson.

OTHER BUSINESS
Mr. Newman stated that the Oakland Press has made an inquiry regarding an anonymous letter
received by the Committee about the Medical Examiner conducting private autopsies, which is

Communications Item C. Mr. Miarka , Medical Examiner‘s Office Administrator, stated that from
January 2016 to present, 58 private autopsies were performed, 22 of which were for Oakland
County residents. Private autopsies are performed only for cases outside of the Medical
Examiner’s Office. The Medical Examiner is involved in case investigations for violent or suspicious
deaths. The fee collected for private autopsies from the family in cases that are unrelated to any
deaths investigated by the Medical Examiner are put into the General Fund.
Once a request is received, the Medical Examiner reviews it and determines whether to take the
case. Lawyers and families sometimes request a private autopsy for a second opinion. Most cases
where private au topsies are performed follow the previous diagnosis confirmed by doctors . The
private autopsies are perfo rmed at the Medical Examiner’s O ffice during business hours. The
doctors can work outside the department after-hours and side jobs are allowed. This work is
usually performed for other counties, such as Jackson and Saginaw.

Tietz moved to receive and file the Communications. Supported by Jackson.

OTHER BUSINESS/ADJOURNMENT
Commissioner Gershenson stated that she read that the pet adoption day was very successful and
thanked Bob Gatt. Mr. Newman stated that Saturday’s Bissell - Empty the Shelter event resulted in
61 pet adoptions.
There being no further business to come before the Committe e, the meeting was adjourned at
11:16 a.m.
