AGENDA ITEMS 1. MR #18145 – CENTRAL SERVICES DEPARTMENT/AVIATION AND TRANSPORTATION DIVISION – POSITION DELETION AND POSITION CREATION The Aviation Division is seeking approval to delete one 520-hours, part-time, Summer Seasonal Laborer position and to create one full-time Maintenance Laborer position in the Aviation and Transportation Division/Aviation and Transportation Administration Unit. The creation for the full-time position will be covered by a reduction to the overtime budget and available resources in the Airport Fund. Weipert moved to report to recommend approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote with Kochenderfer absent. 2. HUMAN RESOURCES DEPARTMENT – RESOLUTION EXEMPTING OAKLAND COUNTY GOVERNMENT FROM PA 152 OF 2011 FOR CALENDAR YEAR 2019 The Human Resources Department and the County Executive are requesting that the County opt out of Public Act 152 for calendar year 2019. The State sets a cap on the amount that municipalities can pay for medical coverage for their employees. The cap is raised with inflation every year. Every year the County Executive, as part of the triennial budget process, analyzes and budgets for employee benefit costs. The County has spent approximately 1.4% more than the cap levels for 2018. For 2018, the State of Michigan set the cap level at $44,679,772, including the cost of taxes. This cap level is determined by the number of employees currently enrolled in the County’s medical plans. The County incurred $44,825,839, plus $475,401 in State and Federal taxes from April 2017 through March 2018 for employees medical and prescription coverage. Middleton moved approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote with Kochenderfer absent. 3. HUMAN RESOURCES DEPARTMENT – INCREASE TO MEDICAL DIRECTOR SALARY The Human Resources Department is seeking approval to increase the flat salary rate paid to the Medical Director classification from $173,342 to $203,826. This requested increase is due to potential recruitment issues and market value of this classification. In 2010, the last time this job was posted for potential candidates, there were ten (10) applications, in which only three (3) met the qualifications for the job. The current Medical Director has submitted her resignation. The proposed rate is the same as the Chief Deputy Medical Forensics Pathologist position, which is similar in minimum qualifications and requirements. Position Change Summary – FY 2018 C. Retirement Board Minutes – March 22, 2018 Weipert moved to receive and file the Communications. Supported by Bowman. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Chairperson Hoffman inquired about the status of the Compensation Classification Study. Ms. Taylor indicated that Human Resources will be receiving a full package in a draft format this week. Once Human Resources performs an audit of the findings and meets with Fiscal Services to determine costs, they will meet with department heads. Ms. Kramer stated that it may take about 90 days to go through all of the information.
