APPROVAL OF THE MINUTES Fleming moved approval of the minutes of May 17, 2018, as printed. Supported by Kochenderfer . Motion carried on a voice vote. AGENDA Chairperson Long amended the agenda at Commissioner Taub’s request to take up Item #6 first due to time constraints and Commissioner Gershenson’s request to take up Item #5 second to accommodate Chief Patton’s presence. There were no objections. Fleming moved approval of the agenda, as amended. Supported by Kochenderfer. Motion carried on a voice v ote. AGENDA ITEMS 6. MR #18229 – BOARD OF COMMISSIONERS – DESIGNATION OF JUNE 15, 2018 AS WORLD ELDER ABUSE AWARENESS DAY Commissioner Taub is requesting approval of the designation of June 15, 2018 as World Elder Abuse Awareness Day in Oakland County. The senior population is growing and often times, the elderly are abused. The intention of this resolution is to b ring awareness of elder abuse . Commissioners Long and Fleming shared personal stories regarding elder abuse and voiced their support. Kowall moved to report to recommend approval of the attached suggested resolution. Supported by Quarles. Motion carried unanimously on a roll call vote. 5. MR #18227 – BOARD OF COMMISSIONERS – DESIGNATION OF JUNE 2018 AS NATIONAL SAFETY MONTH IN OAKLAND COUNTY AND SUPPORT OF EFFORTS TO PROMOTE FIREARMS SAFETY Commissioner Gershenson is requesting approval of the designation of June 2018, as National Safety Month in Oakland County and to support efforts to promote firearms safety. This resolut ion supports the gunlock giveaway and the importance of proper storage of firearms. Commissioner Gershenson introduced Chief Patton, whom she referred to as a great partner to the Study Group on Gun Violence . Chief Patton thanked the Commissioners for thei r support of this resolution a nd explained that it is not an anti-gun issue, but rather a firearm safety promotion. Fleming moved to report to recommend approval of the attached suggested resolution . Supported by Hoffman. Motion carried unanimously on a roll call vote. 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – AMENDMENT #1 TO THE INTERLOCAL AGREEMENT WITH THE OAKLAND COMMUNITY HEALTH NETWORK FOR SUBSTANCE USE DISORDER PREVENTION SERVICES The Health Division is seeking approval of Amendment #1 to the Interlocal Agreement between Oakland County and the Oakland Community Health Network which includes total Fiscal Year (FY) 2018 funding in the amount of $195,910 for Substance Use Disorder Prevention Services. The funds will pay for two (2) Special Revenue (SR), Full-Time Eligible (FTE) Public Health Educator III positions. The main task of this grant is to solicit interest and work in elementary and middle schools to help kids identify things in their lives that might be high -risk and learn decision-making skills. Services include the Botvin Transitions Program, PhotoVoice, Safe Dates Program and the Michigan Model for Health. High-risk geographic areas with high truancy rates, low graduation rates and economic factors such as the free and r educed lunch programs will be targeted first. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – MICHIGAN DEPARTMENT OF HEALTH AND HUMAN SERVICES 2018 CHILDHOOD LEAD EXPOSURE ELIMINATION INNOVATION GRANT – GRANT ACCEPTANCE The Health Division is seeking acceptance of $75,000 in grant monies from the Michigan Department of Health and Human Services (MDHHS ) for the 2018 Childhood Lead Exposure Elimination Innovation Grant. The Health Division is looking to create a more comprehensive lead testing program in Oakland County and increase the number of children that are tested. One way is by creating a toolkit to educate physicians on the importance of this lead testing and how to do referrals if needed. Additionally, a toolkit for the Cities, Villages and Townships (CVTs) will be created to explain the lead hazards in the community. The grant will fund one (1) SR, Part-Time Non-Eligible (PTNE) Health Educator II position that will provide the educational piece with the physicians and CVTs. Ms. Forzley stated that each case of lead poisoning that has been reported, the source has been tied to cultural foods, imported foods, spices or religious powders that have been imported; however, she further explained that once the testing expands, it is expected that more lead levels will be found that is tied to lead paint in homes. More water testing for lead is also plan ned, although at no time in the history of the water program has there ever been water identified to be a source. Discussion was held. Hoffman moved to recommend approval of the attached suggested resolution . Supported by Kowall. Motion carried unanimously on a roll call vote. 3. MR #18220 – BOARD OF COMMISSIONERS – RECOGNITION OF SOUTHEAST MICHIGAN COUNCIL OF GOVERNMENTS (SEMCOG) 50 TH ANNIVERSARY Commissioner Weipert is requesting support in recognition of the 50 th anniversary of Southeast Michigan Council of Governments (SEMCOG). SEMCOG serves a seven -county region, which includes Oakland County. Oakland County has six delegates and six alternates on the SEMCOG General Assembly , and is an original charter member since SEMCOG’s formation in 1968 . SEMCOG’s membership now includes more than 170 cities, villages, intermediate school districts, community colleges and county governments. Commissioner Weipert will become SEMCOG Chair for the 2018 -2019 term beginning in June. Fleming moved to report to recommend approval of the attached suggested resolution . Supported by Hoffman. Motion carried unanimously on a roll call vote. 4. MR #18226 – BOARD OF COMMISSIONERS – DESIGNATION OF JUNE 2018 AS IMMIGRANT HERITAGE MONTH IN OAKLAND COUNTY Commissioner Kowall is reque sting approval of the designation of June 2018, as Immigrant Heritage Month in Oakland County. Commissioner Kowall stated that her parents immigrated to United States in 1947, became U.S. citizens and started their family. She described the country as bein g enriched by the legal immigrants that have contributed to and strengthened the economy . Kowall moved to report to recommend approval of the attached suggested resolution . Supported by Quarles. Motion carried unanimously on a roll call vote. 7. OAKLAND CO UNTY HISTORICAL COMMISSION – ANNUAL REPORT PRESENTATION Ms. Luginski provided a PowerPoint presentation outlining the 201 7-2018 year in review. She explained General Government Committee Page 4 June 4, 2018 that the Oakland County Historical Commission (OCHC) is made up of nine members, serving three -year terms. Ms. Luginski went over the OCHC’s 201 7-2018 goals and objectives in great detail by breaking down the categories of Advocacy, Education and Local Outreach . Dr. Stamps gave an overview of the Bicentennial Study Group’s work regarding celebrating O akland County’s Bicentennial in 2020. Discussion was held. The General Government Committee requested that the Bicentennial Study Group’s report be presented at a future meeting. Additionally, the General Government Committee instructed Chris Ward, Admin istrative Director, to consult with Board leadership and County Administration regarding the establishment of a Bicentennial Task Force and funding of a coordinator of activities surrounding the celebration of Oakland County’s Bicentennial. Hoffman moved to receive and file the Oakland County Historical Commission OCHC 2017-2018 A Year in Review PowerPoint Presentation. Supported by Fleming. Motion carried on a voice vote.
