Chairperson Long called the meeting of the General Government Committee to order at 9:34 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan.

AGENDA ITEMS
1. BICENTENNIAL STUDY GROUP – REPORT
Judge Warren stated that it was a pleasure to serve as Chairman of the Bicentennial Study Group and
introduced the me mbers that were present. He gave an overview of the Bicentennial Study Group’s Report
to the Board of Commissioners and stated that although the charge of the Study Group has completed, he
and the members are committed to th is project long term. Mr. Ward explained that there is a resolution
being drafted with collaboration between the Board of Commissioners and the administration in regard to
forming a commission and securing funding.
Hoffman moved to receive and file the Bicentennial Study Group Report . Supported by Fleming.

2. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – HAZARD MITIGATION
PLAN ADOPTION
The Homeland Security Division is seeking adoption of the Oakland County 2017 Hazard Mitigation Plan.
With grant funding, Oakland County contracted with Integrated Solutions Consulting for planning and
preparation of the Plan update, with input from the Oakland County Local Emergency Planning Committee
(LEPC), stakeholders, representatives from all 62 communities, school districts and residents. The Plan is
nearly 800 pages , with specific hazard mitigation recommendations for every community in the county, as
well as every school district. The purpose of this Plan is to identify potential problems in order to mitigate
them. In compliance with the requiremen ts of the Robert T. Stafford Disaster Relief and Emergency
Assistance Act, Oakland County must have an approved Hazard Mitigation Plan in place to be eligible for
pre-disaster and post-disaster mitigation funds . Homeland Security is see king adoption by the Board of
Commissioners and all 62 communities.
Fleming moved to report to recommend approval of the attached suggested resolution . Supported
by Kochenderfer.

3. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION –
INTERLOCAL AGREEMENT WITH OAKLAND SCHOOLS FOR THE PROVISION OF
EDUCATIONAL PLANNING SERVICES
Children’s Village (CV) is requesting approval of the Intergovernmental Agreement between Oakland
County and Oakland Schools. This A greement is for educational serv ices to be provided by Oakland
Schools for the time period of July 1 , 2018 through June 30, 2019 , with a not-to-exceed amount of $87,332.
Oakland Schools will assign one (1) full-time and one (1) part-time staff person to work with CV to help
children in the residential treatment programs to transition back into their community -based schools. This
will be a new service in expansion of the current re -entry process that has already proven to be successful.

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION –
WATERFORD SCHOOL DISTRICT INTERLOCAL AGREEMENT, JULY 1, 2018 – JUNE 30, 2023
Children’s Village is requesting approval of the Interlocal Agreement between Oakland County and the
Waterford School District from July 1, 2018 through June 30, 2023. This agreement will allow the Waterford
School District to continue providin g educational services to the youth who are residing at CV. This is a five-
year agreement and CV will be responsible for $244,470 in the first school year and $250,390 in the next
school year. These amounts are reimbursable by 50% from the State Child Care Fund.
Gershenson moved to recommend approval of the attached suggested resolution . Supported by

5. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – ADJUSTMENTS TO
THE HEALTH DIVISION FEE SCH EDULE AND POSITION CHANGES
The Health Division is seeking approval of adjustments to the Health Division Fee Schedule and position
changes. This proposal recommends a reorganization, additional positions, as well as increases, changes
and new fees in the existing fee schedule. These recommendations are due to new demands on emerging
issues for the Health Division, including research on the se issues. A comprehensive study across the
Health Division was completed and significant need was found due to increased services, creating heavy
workload burdens on staff and administration . In an effort to continue to provide timely services to clients ,
six (6) positions are needed in order to increase service delivery: one full-time eligible (FTE) Chief
Environmental Health Activities, two (2) FTE Public Health Sanitarian Technicians, one (1) full-time non-
eligible (FTNE) Public Health Sanitarian Technician , one FTE Health Program Coordinator, and one (1)
FTNE Public Health Educator III. The new and increased fees will cover the cost of these positions. The
Fee Schedule has not been adjusted since 2008. Discussion was held.

Gershenson.

Kowall.

6. BOARD OF COMMISSIONERS – AREA AGENCY ON AGING 1 -B – FY 2019 ANNUAL
IMPLEMENTATION PLAN
The Area Agency on Aging 1 -B (AAA 1-B) is seeking approval of their Fiscal Year 201 9 Annual
Implementation Plan. Mr. Karson stated that AAA 1-B serves a six -county region, including Oakland,
Livingston, Macomb, Monroe, St. Clair and Washtenaw . The region consists of a population of over
700,000 older adults, with 287,000 seniors in Oakland County. AAA 1 -B plans to invest $14.5 million for FY
2019 to serve the senior residents in Oakland County. Th is is the last year of the three -year Annual
Implementation Plan. For 2019, $19.5 million is coming from federal and state funding and $126,800 from
the six-county region, with $98,000 from Oakland County. Services that have been allocated for some of

these funds include in-home meals, congregate meals, community living support, care management
information assistance, long-term care and resources advocacy. As part of the program going forward, AAA
1-B is looking to grow their wellness planning and training for older adults to manage chronic conditions, as
well as continuing advocacy and leadership which has brought $3.6 million of additional revenue over the
last couple of years. AAA 1-B plans to introduce nutrition education, counseling for menu prep, goal setting
and understanding of nutritional foods. Mr. Karson stated that AAA 1 -B categorizes seniors from 0-5, with 0
being the highest need. Oakland County no longer has any category 0 seniors on AAA 1 -B’s waitlist due to
the additional funding that Oakland County has allocated.
Commissioner Gershenson requested a breakdow n of the full AAA 1 -B waitlist for Oakland County seniors
of all categories. Mr. Karson agreed to provide the information. Commissioner Gershenson also requested
a breakdown of where AAA 1-B’s funding comes from; Commissioner Long directed her to the AAA 1-B
report on pages 101-103 in the full General Government Committee packet.

Hoffman.

7. HURON -CLINTON METROPOLITAN AUTHORITY – PRESENTATION
Ms. Quadrozzi provided a PowerPoint presentation regarding the Huron-Clinton Metropolitan Authority. She
explained that the Huron-Clinton Metroparks consist of 13 parks encompassed in Oakland, Livingston,
Macomb, Washtenaw and Wayne Counties . Three of the Metroparks are in Oakland County: Kensington,
Indian Springs and Stony Creek. Discussion was held.
Commissioner Gershenson requested that Ms. Quadrozzi report back to this Committee at least once a
year and Ms. Quadrozzi agreed.

Commissioner Gershenson commented that she was shocked by the number of children that are going
hungry in Oakland County.

OTHER BUSINESS/ADJOURNMENT
Chairperson Long advised the Committee that Commissioner Shelley Taub’s appointment on the Library
Board expires August 24th and will be placed on the next agenda.
Mr. Ward stated that there are discussions being held rega rding reducing the size of the Law L ibrary in
order to build a new courtroom for the new Circuit Court judgeship that th e Board of Commissioners
approved last year. Discussion was held.
There being no further business to come before the Commi ttee, the meeting adjourned at 11:01 a.m.
