Motion carried on a voice vote. PUBLIC COMMENT Ms. Prebenda and Ms. Sordyl commented regarding outstanding issues with Animal Control. REGULAR AGENDA 1. CIRCUIT COURT – FAMILY DIVISION – OAKLAND COUNTY CHILD CARE FUND BUDGET 2018-2019 The Family Division of Circuit Court is requesting approval of the 2018 -2019 Child Care Fund Budget to submit to the Bureau of Juvenile Justice, Michigan Department of Health and H uman Services. The plan for the Child Care Fund is submitted annually for approval pursuant to Act 280 of the Public Acts of 1975. The Child Care Fund helps fund foster care services. This year’s plan contains less than one percent change from last year ’s expenditures of $34 million. Mr. Scheuer responded to Commissioner Jackson’s request that a contact at DHHS regarding opportunities for summer day camps be provided. Mr. Bilson commented about the pending legislation regarding 17-year-olds that is currently stalled in Lansing. A brief discussion was held. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Berman absent. 2. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES FOR THE OAKLAND COUNTY PARKS AND RECREATION COMMISSION 2017 - 2018 The Sheriff’s Office is requesting approval of the contract amendment for law enforcement services with the Parks and Recreation Commission . The amendment adds a full-time Deputy II position effective July 22, 2018. The parks have experienced a bu sy summer so far and this position will help cover county parks at the south and north end. Commissioner McGillivray and Undersheriff McCabe updated the Committee on the shooting at Catalpa Oaks. The Parks Commission held a special meeting regarding this request and received unanimous approval for the additional deputy. This item has completed the Automatic Direct Referral process. Spisz moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Berman absent. 3. SHERIFF’S OFFICE - 2018 LAW ENFORCEMENT DISTRIBUTION PROGRAM ACCEPTANCE The Sheriff’s Office is seeking acceptance of the Law Enforcement Distribution Program grant from the Michigan Department of Treasury. The grant funds will be used for officers’ training. The State divides and distributes the funds. The first payment of two disbursements this year is $47,130, PUBLIC SERVICES COMMITTEE Page 3 July 10, 2018 which is approximately $150 per officer. The Sheriff’s Office has requested assistance from state representatives to increase future grant funding. Jackson moved to recommend approval of the attached suggested resolution. Supported by Tietz. Motion carried unanimously on a roll call vote with Berman absent. 4. SHERIFF’S OFFICE – 2018 HIGH INTENSITY DRUG TRAFFICKING AREAS (HIDTA) – GRANT ACCEPTANCE The Sheriff’s Office is requesting acceptance of the High Intensity Drug Trafficking Ar eas (HIDTA) grant from the Michigan State Police. The total grant award is $130,000, which consists of annual federal pass-through funds. The money will be used for reimbursement of Narcotics Enforcement Team (NET) officers’ overtime costs and communications services for the 15 participating communities. Spisz moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Berman absent. 5. SHERIFF’S OFFICE – CONTRACT AMENDME NT #3 FOR LAW ENFORCEMENT SERVICES FOR THE CHARTER TOWNSHIP OF ORION 2017 -2018 The Sheriff’s Office is requesting approval of the contract amendment #3 for law enforcement services for Orion Township. The amendment adds a school liaison, Deputy II position, effective September 1, 2018. The current liaison officer is based at the high school and the additional officer will serve at the middle school and on an as-needed basis at the elementary schools. Spisz moved to recommend approval of the attached sug gested resolution. Supported by Tietz. Motion carried unanimously on a roll call vote with Berman absent. 6. PUBLIC SERVICES DEPARTMENT/MSU EXTENSION - MODIFICATION OF A PROFESSIONAL AND EDUCATIONAL SERVICES CONTRACT The Public Services Department is seeking approval of contract modifications between the County and Michigan State University Extension . A position that was left vacant due to a retired employee was inadvertently omitted from the original contract and the modification will rectify that. Jackson moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Berman absent. COMMUNICATIONS A. Animal Shelter and Pet Adoption Center – Intake/Disposition Report fo r May 2018 and PUBLIC SERVICES COMMITTEE Page 4 July 10, 2018 Monthly Analysis Report B. Sheriff’s Office – FY 2019 Auto Theft Prevention Authority Grant (ATPA) - Application Spisz moved to receive and file the Communications. Supported by McGillivray. Motion carried on a voice vote.
